I say his WM4 promo, because of it's nonsensical nature. I've seen that promo so many times, and still am a little confused about the Hulkster's logic, but god damn does he sell that match!

I don't mean to be a Hogan hater, but that is the only good promo he ever did. I don't get any of the stuff he did in the WWF, it just seemed like he was trying to be a a stereotype of what non wrestling fans think a wrestler is.

To be fair, he's where they got that stereotype, though I can understand his promos not necessarily aging well for that reason. (And ya, Billy Graham can claim that was his act, and he definitely influenced Hogan, but Hogan turned it up to 11 and did it a 100 times better.)

Honestly, it's the only promo by him that I remember off the top of my head, for actually being good. He is a charismatic performer, but a wordsmith, he is not.

His one about Reagan being a Hulkamaniac and showing him his pythons was funny too.

His interview/promo with Vince for his WM8 match with Sid. No Jacks and no brothers yet when he talks about the up and coming match its intense. Also his King of the Ring 93 promo before his match with Yoko is pretty cool too with his WCW theme being sung

Promos have very little to do with what you say. It's how you say it that's most important; body language, tone, volume etc.... Hogan babbled and used nonsensical language but he looked convincing and confident doing it and that's what sold him. No wrestling fan wants to hear boring lifeless ROH style promos.
