I have always had a bit of a problem with having Japanese wrestlers in such lists, Muta aside.
There are dozens upon dozens of great American wrestlers who have gotten over in the U.S., Canada, Mexico and Japan (Europe less so, but the European wrestling scene is historically fairly bland). There are less of them these days because guys who sign with WWE early enough in their careers don't get as much of a chance to get over overseas, except for the occasional WWE road trip tour.
I'm not ware of many Japanese wrestlers who have transcended their own native land and culture. And to be a top-10 all-time wrestler, it seems to me a guy who has shown worldwide appeal and the ability to adapt to the different styles outside the U.S. are, simply put, better than those who are just "great" in their own home country.
Not to say those mentioned are not great workers, or don't deserve recognition, but top-10 all-time is a pretty elite club.
