I dunno about "biggest", but my personal favorite was Backlash 2000. WWF Champion Triple H vs. The Rock with Stone Cold (who was still injured) and Shane McMahon as special referees, and Vince, Stephanie, and (I think?) Patterson and Brisco at ringside. Obviously Shane would be in Hunter's corner, while Austin would be impartial/in Rock's corner. Prior the match, Vince announced that, for some unknown reason, Austin couldn't make it to the show, leaving Shane as the only official. This essentially makes it The Rock vs. the entire McMahon-Helmsley faction in a No DQ Match. Obviously, with the McMahons backing him, Triple H has the advantage for most of the match, which is actually great. By the end of it, Triple H pretty much has Rock beat, and is setting up for a Pedigree. The glass shatters, Austin's music hits, and the crowd goes CRAZY! Austin rushes out with a chair, nails everyone - sans Rock - in sight with it, and lays out Triple H and Shane. Linda brings out Earl Hebner (who was fired by Triple H and Stephanie earlier) as the replacement referee and Rock picks up the win with a Spinebuster and People's Elbow in front of an electric crowd. Just an amazing moment on a great pay-per-view main event. I will say it until I'm blue in the face: THIS should have been the ending of Wrestlemania 2000.

I agree with all the rest and have another one to add.
Wrestlemania 8 the Ultimate Warrior saving Hulk Hogan after his match with Sid. Even watching it on dvd years later, I marked out like a little kid.

Toward the end of 1999, Rock and Big Show (while both faces) were having a lumberjack match surrounded by heels. Just when it seems like they're both overwhelmed, Mankind comes out with a shopping cart full of of weapons and runs through the heels. He tosses weapons to Rock and Show and they just fight off the heels.

Undertaker was standing in the ring with Vince, I believe in his "American Badass" stage.
He criticized Vince who was a very big heel at that point showing little care for the best interests of Stephanie and said "What kind of a father are you?!?" Hearing it from Taker made it more pronounced.

I'll vote for Austin against the Allliance. PRECISELY when he broke the pool cue.
Also, Undertaker debuts the ABA character on PPV and saves someone (The Rock?) from DX (Or was it the McMahon-Helmsley Admin? I forget)

JR and Lawler were perfect to, with JR marking out and King shrieking over concern for the McMahons.

Taker interfered in the rock/hhh iron man match and cleared dx/mcmahons out of the ring but got rock disqualified when he tombstoned hhh. That was an awesome return though.

I honestly don't know what the point of Foley and Big Show being involved in the 'Mania title match was. I absolutely loathe the BikerTaker gimmick, but even I'll admit that was a great moment. I also thought that The Rock vs. Triple H Ironman Match was the best one. I still do.

The entire PPV should have happened at Wrestlemania 2000 IMO, Backlash 2000 was awesome top to bottom.

And then the following night on Raw, Taker ran off DX and the McMahons and Patterson and Brisco so the Rock could fight off Triple H by himself.

Ken shamrock putting the ankle lock on somebody in the Ministry (Gangrel?) To get the location where they were hiding Stephanie It was Christian! As a fan,Lita returning after a year away from a broken neck to save Trish Stratus from Gail Kim and Molly Holly. The crowd went nuts.

Was just watching this one on Dailymotion, and kinda surprised it hasn't been included yet:
The Rock (backed by The Corporation) versus Mankind (backed by D-Generation X) in a No DQ Match for the WWF Title. January 1999. Late into the match, Foley has the Mandible Claw locked in on The Rock, but Shamrock interferes and nails him with a chair. This starts a huge brawl between DX and the Corporation. Austin's music hits and he comes down, takes the chair, lays out Rock, and pulls Mankind on top of him. Crowd response here is ridiculous.

It starts rising and rising, they get you on the edge of your seat, he's going through level after level of The Alliance, the crowd starts chanting AUSTIN, AUSTIN, and youre just waiting, and waiting... *GLASS SHATTERS* THAT is the mark out moment for me. I get chills everytime I see it.
