I find this slightly difficult to answer, because I keep thinking 'Who sucked at the start of 2011 and is now awesome'. Well, no-one, frankly. Although I guess it depends on which way you look at it - whether it's from a character/overness perspective or in-ring.
If it's character, then R-Truth definitely is the most improved. His tired, What's Up babyface shtick was terrible, and now Crazy R-Truth is awesome.
Overness... Mark Henry. WWE dropped the ball after he turned face, and his monster heel run after moving to Smackdown got him into a position that 99.9% of people thought was beyond him at this stage of his career.
In-ring is a lot tougher. I could say guys like Ziggler and Rhodes, but they weren't exactly bad to begin with. It's just now they're tearing the house down every week. I'll tell you who I will put forward as improved, who really DID suck in-ring, and who I now think is better. Not great still, but better. I'll throw my flame shield up now...
David Otunga. He was awful. Now, he's kind of... functional. It's no accident and no coincidence that he was kept off tv in a wrestling capacity for a long time, and was only put back in the ring in recent weeks. He's put work in to improve, and for me it shows. Like I said, he's still not great, but now when I watch him I'm no longer thinking "Christ this guy sucks" like I did before.

To me it's Dolph. He went from someone good in the ring and horrible on the mic to someone great in the ring and damn good on the mic. Everyone else improved thanks to a change in booking.

As far as consistency...I'd have to go with Christian. While he's always been good, I don't think I've ever seen a guy bring "it" as often as he did. He's honestly the best worker I've seen them have for a very long time and always gets the crowd into the match.
I'd definitely say Cody has made strides to become one of the better wrestlers nowadays. The psychology in the ring is just awesome, I'd say he's in the top 10 guys right now as opposed to a few years ago where I wouldn't have even figured him anything past tag champ.
I can't really say Dolph because Dolph has always been good. He's just had more of a chance to show it now.

Dolph Ziggler, easily.
Cody Rhodes became my favorite wrestler of all the times last year, so he couldn't really improve to me.

I don't think R-Truth's improved this year; he's always been one of the most charismatic guys in the company, this is just the first time he's been allowed to use his talents for something more substantial than being a JTTS.
Mark Henry would get my vote.

He started as total s***.
Now he has great character potential and is at least competent (enough) in the ring.

Got to be Ziggler for me. I went from not seeing anything special in him last year to wondering how in the hell this man isn't World Champion by now. Also, OP, is this really going to be your last question thread? If so, this truly is the end of an era.

I don't think Mark Henry has improved at all. He's the same Mark Henry he's been for the last few years except WWE is going all the way with his push instead of backing out at the last second or Henry getting injured before they can pull the trigger.
