Triple H is like the Ulysses S. Grant of wrestling. He came out of the "wars" with great respect, but his time on top was marred with controversies and scandal.

Obviously, Austin, Hogan, and Vince should be on there. As far as a fourth person goes, it comes down to Andre, Rock, or Undertaker for me.

After giving it some though, I'd have to say it'd look like this.
Vince McMahon
Hulk Hogan
Steve Austin
John Cena
McMahon for revolutionizing the wrestling industry and making the WWE possible, and Hogan/Austin/Cena for all defining their respective eras, for better or worse.

The Undertaker as the fourth guy with Vince, Hogan and Austin. Maybe Cena if you want to represent the different modern generations with one guy (Taker covers basically the Hogan to Cena eras and everything in between) but I don't think something like this is complete without the Dead Man represented.
Hogan over Savage, Austin over Rock for their generations - Warrior, Bret, Shawn, Triple H, etc., not quite the same level as the other guys.

Vince Austin Hogan (these three are no brainers, to leave either off is ridiculous)
and my 4th... The Rock

Undertaker as the forth. His track record lasting over 20 years as a Main Event attraction can't be discounted.

Bruno, Hogan, Austin, Rock and possibly/arguably Vince would be a proper Mount Rushmore for WWE.

John Cena's head is also easier to carve into rock.
