I don't have a specific name, but it should be someone outside of the usual suspects.
At this point, where WWE should be trying to get everyone over, winning the Royal Rumble and getting to be in the "main event of WrestleMania" (even though we know it won't be) should be a "big moment" in itself regardless of whether the guy goes on to win the title or not and, regardless of whether the guy will be a permanent main eventer or not.
The Royal Rumble winner should not be telegraphed simply because "the plot dictates it" or because they're the "most credible" or "most established.

See, this is hard to answer, because the rumble is almost always booked so well with storylines going on within the match itself. It's just that the overall story determining the winner is the least interesting thing about it.
The absolute best case would be a winner who has something interesting going on during the match. So I'm gonna say: Whoever the secret leader of the Shield is, revealed when they keep him from being eliminated.

I want the Rumble winner to challenge for the WWE championship in the main event of WrestleMania and not the World Heavyweight WrestleMania opener championship. Bring back the importance of winning the Royal Rumble.
So with that said, CM Punk, John Cena or the Rock are my favorites. A repeat winner would be good since it's been over a decade since we've had one. So long as it's not Sheamus...

Have someone that NOBODY expects win the thing and go on to 'Mania Hell, for a very split second, I thought Santino was actually winning it 2 years ago

Jobbing to Punk twice, then the Shield and then the inevitable third time against Punk (Their upcoming match on Raw) has dampened his momentum a bit. He needs a big win, what better way to regain his momentum than by having him win the Rumble?
