DB or Ziggler
They need the accomplishment to boost their star power. A title victory at WM should also follow.
So for that reason, neither will probably win

It seems really, really likely to me that it's going to be Ryback to challenge Big Show for the WHC at WM29. Seems like a smart move, and Show's been a strong champion thus far, so it would be a major victory.
I thought by now Cody would be in the running (to take on Orton), but that's obviously way off now.

Ziggler as it would be cool if he had the WM title shot and MitB briefcase.

I'd love to see the last three be The Sheild (It'd be even better if somebody gave them numbers 1, 2, and 3 as punnishment). And just when it looks like they're going to implode two of them just leave the ring, eliminating themselves.

Someone who:
A) Has never won the Royal Rumble before, who also...
B) Has never held either the WWE Championship or the World Heavyweight Championship.
It would actually make the Royal Rumble a platform to elevate some talent instead of re-establishing the same old guys. It would actually make the Royal Rumble mean something again.

Ryback is the perfect guy to win the Rumble and then the World Title from the Big Show at Mania.

ziggler would be interesting to see if they do something where he loses his royal rumble entitled championship match. snaps, beats the champ up with a chair or something and knocks them out. then suddenly ziggler looks up with a big smile on his face when he finally remembers he's mr. money in the bank still- cashes in and wins.

Kofi Kingston.
Someone that is long overdue for a big elevation, and it'd be a surprise and a break from the WWE Main Event Status Quo.

They should rip off "Catching Fire" and have the final six particpants being rescued by the SHIELD to form an even stronger faction.
