Ryback.
WWE wants to make Ryback a superstar? Fine. Don't wuss out on it. No Ryback vs Show at Mania for the glorified second tier World Title.
Do we get Rock vs Cena II with the WWE Title on the line? Maybe.
Ryback should force his way right in the middle of that feud if so. What better way to make a name for yourself than to force your way into a match with two of the biggest superstars of all time in the main event of the biggest show of the year, kick their asses and walk out WWE Champion.

I'm tired of the Rumble winner always going for the WHC. I think they have the last 3 years. The WWE title is obviously the bigger deal, so it makes the Rumble winner look like they don't have the guts to go for the top belt in wrestling. This year, if the winner goes for the WHC, they will seem really dumb for not facing The Rock or trying to be the one to end Punk's insanely long run.
Of course, if it's Daniel Bryan, it would make sense to go for the WHC, the whole poetic justice/full circle thing.

I'll go with Kane too - dominant in most Rumbles, but this year, has shown his darkest side, and at a time when people were suggesting he might be getting a little stale, he's also also a huge comedic side, with great comic timing. In so many ways, this has been Kane's greatest year.
You can even have Kane step aside for his brother to allow the Undertaker to challenge Punk for the title, if Punk retains.

With everyone wanting Daniel Bryan to become WHC again, why not put the belt on him and then have Kane win the Rumble, setting them up to face each other at Mania. Team Hell No explodes, we get partners against each other in a compelling (non 18 second) matchup and no matter who wins, everyone is happy.
