See the problem with giving the NXT Champion a pay-per-view match is that the crowd would more likely than not give both guys the "WHO ARE YOU?" treatment

See the problem with giving the NXT Champion a pay-per-view match is that the crowd would more likely than not give both guys the "WHO ARE YOU?" treatment That's why you have NXT updates on Raw and stuff like that, if you go down the route of making NXT more relevant. Still, you got stuff like the Tyson Kidd matches where at first people don't care but then they're so wowed by the wrestling it ends up getting some of the best reactions of the night. Again, this is if you want to 'grow' NXT. Keeping it an insular developmental territory wouldn't really be growing it. There's an argument to be made that NXT shouldn't be grown. I think there's a happy medium of making the top of the NXT card something of conduit onto Raw/PPVs.

Rollins and Langston ended up being called up in totally different roles and different alignments, it'd be a hindrance to have them 'showcasing' themselves as something one week and then debuting as something else.

I was legit confused as to why nobody was chanting "5" for Big E when he first ran through Cena on RAW, then realized how genius the NXT concept really is. You get over in the NXT Full Sail arena? You may deserve a shot to be on WWE TV. You get over on WWE TV? You're gonna be a future champion, son. The simple fact is that stars are allowed to shine on NXT, but on RAW for example, you have to fall in line and work your way up into the Main Event. Just importing talent from NXT would mean that Seth Rollins and Big E would be put into the main event roster with Big Show-- and that's not very fair to the other midcard talents that have been chipping away at that unscalable wall for years. (But hopefully they let him use his 5-count gimmick when he actually starts a real feud. That thing is GOLD, Jerry!)

I wouldn't grow it. I'd reduce it.
Right now, the NXT regulars are: Trent Barretta Kassius Ohno Richie Steamboat Conor O'Brian Leo Kruger Bo Dallas Wyatt Family (Luke Daniels, Erick Rowan) Corey Graves Bronson Adrian Neville Jake Carter Mike Dalton Camacho Xavier Woods Oliver Grey Memo Montenegro Aidan English Jason Jordan
19 guys, plus the regulars from the main roster (Jinder, Tyson, McGillicutty, Reigns, Rollins, Langston)
It's an hour long show with 4-5 segments. They're pushing too many guys at once. The last incarnartion of ECW had 10-12 regular guys (All of whom they managed to push at the same time - it was really well booked, if nothing else), and featured enhancement talent, and kept them on the show each week. Some of the NXT guys go weeks without appearing - remember Rick Victor? Appeared as a jobber in the first week, then three months later appears on TV challenging Seth Rollins backstage, and they have to get Rollins to say Victor's name so that we can try and remember who he is. A week later, they face each other in a competitve match, Victor loses, and is never seen again.
Have a face roster of Steamboat, Dallas, Barretta, Dalton, Jordan and Grey, and a heel roster of Kruger, O'Brien, the Wyatt Family, Graves & Carter. As guys get brought up or released, replace them. They can then have feuds - current NXT seems to have one, maybe two at a time, rather than keeping the audience interested in the whole roster.
Record it weekly and up to date at Full Sail. Keep a few back from NXT and have them just wrestle for FCW - give them exposure to the crowd and the TV style, but make their first TV appearance for the WWE as part of the main roster - it didn't harm Maddox (and helped his 'ref' gimmick), and it's not harmed Ambrose.
Have the NXT title similar to the old Smoky Mountain TV title. You have a tournament to crown the champion, then if the champion defends it successfully every week for a month, he retires as an undefeated champion (you can add a main roster stipulation here if you want), which means that when Rollins/Langston get promoted to the main roster, you don't have to find a way to job them out of their title.
