2002 gave us the Smackdown Six. So nope, not garbage. I meant more from around mid-2003. That was the point where you got the never-ending Goldberg-Triple H feud, a rehashed Undertaker-Lesnar feud, Vince McMahon pointlessly feuding with Steph, one of the worst PPVs of the last decade (Armageddon 2003), and then all those months later, Brock walking out on the company. Let's not forget the Steiner-test feud, the bizarre Billy Gunn-Jamie Noble "swingers" alliance, Big Show immediately sinking the interest Eddie had worked into the returning US belt, two of developmental's most promising young stars who could do it all being dumped into a vanilla S&M gimmick tag team where they played second-fiddle to Linda Miles, and the choice to do absolutely NOTHING with a living legend like Ultimo Dragon.

Yeah - the over McMahonification of RAW was a big reason I (and I'm sure other people) started to tune out.
And having Easy E back in the spotlight after 3 years of Nitro being the "Bischoff and Hogan get over on everyone" show just added up to it being really lousy.
