My opinion on this is we have hollywood writers that only know how to write sitcoms and soaps instead of having a real booking commitee consisting of wrestling oriented minds, and Vince having to rewrite the show while the show is going on and changing some stuff to stuff that makes no sense to whats going on shows that Vince is severely out of touch with what the fans want

I don't know what you are talking about, last RAW was the Christmas one and it was the best thing I've ever seen.

Tres ahoras.
It makes Raw intolerable because they're just stretching a two hour show over three hours. It makes Smackdown irrelevant because now everything remotely important happens on Raw and you're so burnt out by the end of it that the last thing you want to do is watch another wrestling show on Friday.

I was looking at the last few years overall and while yes its better than 2010, its basically average to me and the only things that are of interest to me this year are The Shield and the CM Punk title reign

It happens.
That's the simple answers. Wrestling just has its times when it's not perfect. We had a somewhat down year this year.

The stories are FAR to complex. Especially if they are targeting 10 year olds. What ever happened with someone chasing a title, and finally winning it? That method works, instead everyone wants to sleep with AJ, and it seems more important to face Cena, then it is to win a title.

Heres the reasons I put each of these categorys
Vince being out of touch: Vince pushes John Cena down our throats with his incredibly stale character and has made a mockery of the Diva's by puting models out there instead of women who can wrestle
Hollywood Writers: see OP
No Character Development: John Cena has been the same character basically for the last 8 years, Alberto Del Rio has done the same thing he has done for the last 2 1\2 years and it has become boring, and Vickie Guerrero is the same character she has been since the beginning and has changed very little since the beginning which is starting to get her "GO AWAY" heat, they need to develop characters that have some depth
wrestlers not being allowed to use their full moveset: As great as the matches Daniel Bryan and CM Punk have put on in WWE, and this goes for all the wrestlers, their matches would be even better if they were allowed to use some of their move from the Indies, like I would like to see Daniel Bryan use Cattle Mutilation as a secondary or CM Punk using the Pepsi Plunge
Promotion: They could put up more billboards, but everywhere else in this area they've done quite well
Being Publicly traded: It was a mistake to put WWE in the stock market in which they have to answer to a Board of Directors which tell them what type of wrestling program to put on which has put the brakes on how risque they can go which takes a little out of the programming
Linda McMahon's senate run: They basically did the B A Star campaign and pretty much put on content that would almost qualify as Y7 to PG lite which took all the fun out of the programming for me

It's Vince not having serious competition and the institution of Stephanie's creative team. The slow rot began to set in around the fall of 2000 when they took over, and, because she's Vince's daughter, the Chosen McMahon, and follows Vince's philosophies to the letter, she'll never be removed from power.
The days of a Vince Russo marching up to Vince and telling him his product sucks are long over.

RAW being three hours every week. After having to endure that, you're not motivated to even watch SmackDown or anything else.

I think what they're doing on RAW is what's making SD bad.
RAW is alright. I mean it's got plenty of crap on it but that'll be the case on every wrestling program until the end of time. Most of the time I had some fun watching.
I used to watch Smackdown regularly. Now I watch about once every 4 months. I don't feel like I'm missing any advancement of anything in any way. While we still technically have two brands, the brand split is basically over except in name only. When I envisioned ending the brand split, as people asked for so much on this board, I figured we'd have stuff going on on both shows. Instead, all story advancement of relative importance happens on RAW, even if it's for SD guys.
So SD just has...stuff. RAW hardly even recaps anything that happens on SD. Not because they're intentionally trying to sabotage it, but simply because there's hardly anything for them to recap. If it's worth recapping, it isn't booked on SD, it happens on RAW. A 2 hour show every week and there's almost nothing to recap. Pretty messed up.
It's not even the B show now. I'm sure there's some scattered good matches on it, there always is. But it feels to me more like watching superstars or something except with some people higher on the card.

No character development, wrestlers been toned down and not allowed to use full movesets, bad scripts and creative afraid to take risks.
Take The Nexus storyline, they took a risk with Cena joining Nexus... then got cold feet and half-assed it. He still came to the ring wearing his Cena shirt and hat and, Wade never really got him to do anything controversial like forcing him to join in on beatdowns and stuff.

I think its not that they're too basic or too complex, it's that they're too aimless and disjointed lacking a clear direction. Like, one week AJ is crazy and being a slut, then she's a scrappy pulled her self up by her bootstraps angel with a dirty face, then she's a slut again. Things don't connect the way they should in narratives and the way they have in better times in wrestling. Any one of these ideas would be a basic storyline, but they're constantly jumping from one thing to another. Through the effort of connecting all these disparate ideas and threads into one story you end up with a very complex storyline that is rife with inconsistencies and contraditions and difficult to invest in.

It's a toss up between 3 hours and no character development.
If they knew what to do with that third hour, it might not be an issue, but they clearly just went, "stretch it out."
The lack of character development or arc is an issue though. That and their characterization really needs to be re-evaluated. Their heel/face dynamic needs a complete overhaul.

Um, excuse me sir. The thing is, there's not really anything wrong with the WWE, it's as good as ever. But after so many years, the characters just can't have the same impact they once had.
