I can't imagine people having a lot of faith in a guy who debuted as a wrestling mortician who got his power from an urn.

Epico debuted as a random jobber to face Sin Cara, then helped Hunico beat him down after the match. Then next week, he was with Hunico and Primo, and then just Primo.
If you're wondering the main reason why no one cares about Primo & Epico, I think this is why.

It doesn't matter what he looks like. They never said he was Japanese, so he wasn't one. Just like when they said Undertaker was a dead man, and he really wasn't so in reality he was one? This has nothing to do with reality. I'm talking about in kayfabe. The announcers said he was a former WWE guy that left to hone his skills in Japan, so that's what he is. Never has anyone in the WWE said Tensai was actually Japanese. Whether or not you want to make up some imaginary backstory to support your argument is another issue.

There's no argument he looked like a japanese warrior when debuted. Simple as that. He had a ridiculous helmet, a japanese manager, and even did the famous japanese green mist. If you asked the average new wrestling fan who had never heard of Matt Bloom, they would of probably thought it was some Japanese warrior gimmick. I don't think its far off to say they were going for a Japanese warrior look. Just like Paul Burchhill came out and looked like a Pirate never did people actually think he was Steve the Pirate even though WWE never implied otherwise.

Earthquake was introduced as a fan, I think Yep. He was called from the audience to sit on Dino Bravo's back while he did pushups. Then Warrior came out to prove he could do it to. Then Earthquake squashed him. Weren't Steve Blackman and Chyna also introduced as fans? I'll go with Aldo Montoya. What the hell is a Man o War?
