Wasn't he supposed to be back at Royal Rumble? I've never been a fan of him but do find it odd he is still out. Has he been washing his tights and mastering his slaves this whole time?

Originally, he was to be off TV as a result of him appearing at "Bound for Glory" (the concession WWE made to TNA for having Ric Flair appear at WrestleMania), and then would feud with Antonio Cesaro to build Cesaro to the next stage.
Unfortunately, with WrestleMania nearing, they're keeping him off TV to avoid wasting time. However, a return the night after WrestleMania is probable.

I clicked this expecting them to have written a "Where Are They Now?" article about him on WWE.com.
As it turns out, they wrote one about Harvey Wippleman.

I miss him . If he is fully healed and are struggling to find a space for him on TV I would send him to NXT to help the talent there, and be 'the guy' for them while putting over talent and getting them ready for the main roster. I think he is great and has always deserved a consistent full time main event spot on the main roster, but the roster is too stacked for him at the moment. Either way i just want him back, in whatever way possilbe

They dont really need him. May as well release him or agent him. They have too many people for their style of TV right now as it is Pretty much, he's a good hand in the ring, but frankly everything else about him is pretty poor. I know he has a fair amount of fan backing, but not on a level that beats most of the upper midcard (Sheamus/Kane/Daniel Bryan/Miz etc). I do miss his One More Match heel run though, that was only the second time his character's ever felt like it had a place in his entire career (the other being 00/01 comedy reaking of awesomeness Christian) in WWE or TNA.

It was by most people in the end, at the time the instant Orton title change was seen (rightfully in my opinion, and I'm no Christian fan) as a disgrace and the idea of Christian turning to face evil face Randy stupid... But then Christian got to show he could be entertaining on the microphone as well as in the ring once again, and he flourished with it, he belonged in a way that "sympathy due to Edge retirement," Christian wouldn't.

Cesaro, Barrett, and perhaps a heel Kofi could benefit from a nice feud with Christian.
