Deaths and injuries left and right, especially injuries (i.e. Dynamite Kid). The life expectancy of the guys would also be a lot shorter.

HHH would have a roided look......Oh wait, HHH does have a roided look. Rules don't apply to HHH. Stephanie McMahon is loading up HHH's roid needle right now and their laughing about it! Rules that are as old as time don't apply to HHH. (For example: Fans giving a crap about you!) When was the last time HHH got 1 of his "The Game" pops from the crowd. No1 cares and he still walks out the back like his poo don't stink. This guy F'n amazes me! Paul Heyman voice: BROCKKKKK LESSNARRRRR!!!!!! The BEAST Reincarnate........................versus, a pencil pusher! Round 3! I didn't care about Round 1! If steroids were legal, HHH would be bed ridden in a hospital from using to much. That mofo would be still be signing crappy talent from his hospital bed though! (For example: SIN CARA!!!!!!!!!) I apologize. I'm just so damn pissed that the "BEAST REINCARNATE" is using 90% of his availability on HHH. What is the point of these matches?!!! HHH is a roided up pencil pusher. HHH is a police officer who can't handle the beat anymore and gets sent to a desk job. HHH is the cop that gets made fun of in those stupid police movies because he works at a desk, LOL! Now, WWE wants me to believe that a man who takes phone calls and signs contracts can just come out of his office and take out Brock Lesnar! WWE thinks very little of their audience, I promise you. Cena is nothing special in the ring but his match with "BROCCKKK LESSSNNNARRRRRR" was the best match of the year in my opinion. Give me Taker vs Brock and I'll piss my pants with glee and all will be forgiven. Well, I'm convinced.

They've been readily available to anyone who ever wanted to use them, at least until the wellness policy came around (and even then, obviously they're still a part of wrestling), so I don't think there'd be much difference. Everybody used to talk about how wrestling got smaller and faster in the 90s once steroids were banned, but a lot of the guys who were a part of that evolution were HUGE steroid abusers (like Benoit, Guerrero). Wrestling still would have moved way from the slow Warlord-types. I do wonder though if steroids weren't criminal, if maybe there would be less reckless abuse of them.

A lot more wrestlers would have the muscle on muscle look instead of the selected few (on who the company turns a blind eye).

Well, for one, the top stars today wouldn't need to get mark doctors to sign off on TRT so they can be legally exempt from Wellness. Are there any wrestlers that are known to be using TRT?
