I think Raven is probably in the discusion if ur talkin about the most reigns. He had the Hardcore title a ton of times, all his ECW titles, At least one WCW US title, TNA champ n probably sum independents.
Just counted n according to Wikipedia he has 59 reigns with 27 of them being the Hardcore title

I think Raven is probably in the discusion if ur talkin about the most reigns. He had the Hardcore title a ton of times, all his ECW titles, At least one WCW US title, TNA champ n probably sum independents. Well, I think we're specifically talking about uniquely individual titles in this cas, not multiple reigns of same titles
