When he wasnt in the wwe? Was he mentioned as an all time great, or was piper or someone else regarded as the biggest star of the 80's?

Andre.
It was always Andre 'til around 2002, when it was Hulk again.
Now it's Vince McMahon whenever Hogan's on the outs.

I would say in a similar way rock is viewed now, as far as these parts go.
Nobody questioned he was the biggest star, but he had the detractors you'd expect.
Really, not a ton has changed for him perception wise, other than at the end of that run people still wanted dream matches for him.

On wwe tv he was lampooned, but I was referring to boards like this and the magazines.

Hulk's rep was not that great among smarks. In fact, when I first started venturing back into fandom, I was surprised that the ire that smarks had for him had died down considerably.

We didn't have boards like this during that time. We did have websites were you could view wrestler's real names, naked pictures of Sable and Kim Page, and unmasked photos of Kane, and Sting.
Boards, and chat rooms were full of A/S/L, and sharing wrestler's screen names and email's. Although I don't know anyone who has ever confirmed they were legit.

Hulkster viewed by the WWE 1995-2001:
-Huckster & Nacho Man Scketches -Patterson & Brisco's Real American Schtick -WWE Wrestlers joking that all of the WCW talent was over the hill. -Often left out of the discussion when announcers talked about all time greats. -"Surely the era of the superhero who tells you to say your prayers & eat your vitamins is Passe!" - Vince McMahon introducing the Attitude Era.

Maybe not 96-99, but 00-02 definitely had message boards not unlike the FAN. I know because I was on them.

About the same at The Rock after he stopped making apperances, but nowhere near as harsh as how they acted toward Warrior (A freaking DVD about how much he sucked).

Ah, that weird time during the Attitude era where their biggest past stars were on bad terms or in WCW, so WWF hailed the bizarre combination of Andre, Jimmy Snuka, Freddie Blassie, Lou Albano, and Ernie Ladd as the greatest stars they ever had.

It wasn't a message board, but there was RSPW.

The Orange Goblin, the backstage politicker. Basically read what Scott Keith was writing, as that was a view shared by many online at the time. I never really bought into it, have to say I've always had a soft spot for Hogan, although I draw the line at him being a positive influence for TNA because I don't believe he was.

They even issued a Jakks WWF Legends figures series in 1997 that consisted of only Andre, Snuka, Albano and Blassie.

Other than the occasional inside joke by the announcers, he wasn't mentioned at all.

In the earlier days of the internet, or message boards, you tended to see people prove how smart they were by knocking Hogan. It really has died down as the need to prove your worth to talk wrestling subsided. The WWF mocked the shit out of him at the time, using hatchet men like Cornette and Ross to spill the venom.

It always cracks me up how the WWF (and, by proxy, its hardcore fans) knocked WCW for having the "geriatric" Hogan as a main eventer in the late '90s.
Three months after Hogan returns to the WWF, he's WWF Champion again.
