I just wonder because most of the people I see called charismatic or impossible to root against I find myself wishing someone would break their jaw so I don't have to hear them speak.
And cool heel types, I have no idea how anyone can root for them. I find myself instinctively distrusting them

I usually use it to mean the ability to connect with the crowd. Jeff Hardy sucked on the mic in my opinion but I have no doubt he was an extremely charismatic fellow.

IMO it's the ability to make what you say and do matter to those around you. Either by how you speak, act, or just generally convey yourself to gain attention.

Innate ability to generate emotions in others through your presence. Oftentimes it is tied to speaking but one can demonstrate charisma non-verbally. Charismatic people often appear attractive to others and can induce them to perform actions; on the flip side, charismatic people can intimidate others.
Andre the Giant, imo, is one of the most charismatic figures in wrestling history because his mere presence could make people afraid of him or fill them with wonder over his sheer size.

Charisma is hard to define, but essentially it's that quality that makes people notice you over everybody else. The quality that makes you stand out from the crowd. And some people have it and some people don't.
It's what separates your wrestlers from your stars, at least when it's cultivated properly.

Charisma is hard to define, charisma [kəˈrɪzmə], charism [ˈkærɪzəm] n 1. a special personal quality or power of an individual making him capable of influencing or inspiring large numbers of people 2. a quality inherent in a thing which inspires great enthusiasm and devotion 3. (Christianity / Ecclesiastical Terms) Christianity a divinely bestowed power or talent [from Church Latin, from Greek kharisma, from kharis grace, favour] charismatic [ˌkærɪzˈmætɪk] adj www.thefreedictionary.com/charisma

1 [mass noun] compelling attractiveness or charm that can inspire devotion in others:he has tremendous charisma and stage presence.
If you get fans to respond en masse then you have an incredible amount of charisma. Whether it's mixed (Cena), all cheers (Daniel Bryan), draws new fans in whilst getting the majority to cheer you over everyone else (The Rock), or gets people to care about your matches regardless of who you're in the ring against (Dolph Ziggler), then you are charismatic.
NOW, the real spin off of that is if the WWE can write well enough to make the charisma of said wrestlers fit with their storylines and character roles. Easy to do with Cena:
1) Done right, all cheered, supported by many - Nexus employment/Brock Lesnar 2) Done wrong, booed by the masses - facing Kurt Angle, company makes the beloved veteran hero Angle into a messed up fiend against a guy who tramples everyone. Not an underdog, booed all the time. The Rock, beloved fan favourite for the ages, try to make him seem as relevant and as equal as The Rock. Fans don't buy it, fans boo Cena, fans cheer Rocky.

I'm part of this club in college where each member has to give public speeches and presentations every once in a while. I've always accounted it to the ability to keep a crowd's attention through connecting with them and keeping them interested to your words/actions.

Guys like Alberto Del Rio and Jack Swagger actually DO have charisma. Sure if charisma is defined as when people leave a room as soon as you walk in it. If they have charisma then it doesn't really exist or is so devalued it now means no more than someone having a head or a rib cage. It's actually a thing that few people have not something that someone has by virtue of showing up. If you have a shiny costume, fancy video, musical entrance and a platform of 4-5 million viewers each week and you walk out and few give a crap - charismatic you are not. Let's not devalue charisma by assigning it to the likes of Del Rio or Swagger or that guy form the rental car commercial. Charisma isn't "being on TV" as anyone who has ever watched anything with Meg Ryan can testify.

Charisma =/= Mic Skills =/= Personality
None of these three are the same but people seem to confuse them. For example, Kaitlyn has personality, not charisma or mic skills.

In one form or another, it's the ability to make somebody give a shit about what you do or what you say.
It's the ability to elicit a response outside of apathy.

It cannot be quantified or measured. It's simply appeal. As for "cool heel types", you just answered your own question. People relate to or are entertained by them. You not finding them appealing or trusting them or wanting to break their jaws or whatever is irrelevant. Everyone likes different things. Some people like smiley, All American good guys. Some people like edgy antiheroes, and some people just like big mouthed assholes, because they say what they want to, and those fans live vicariously through that in Entertainment.

The best way to see which wrestlers are the most charismatic is to see how much they get selling their goods to shops, and what shopkeepers charge them for goods.
