No it's stupid. If you get thrown out flat on your back but somehow manage to keep a foot aloft - IMO you're still eliminated. It's just the cause of rather hokey and painfully obvious non-elimiation teaser spots. Soon the criteria will include both feet, each arse cheek while receipting the pigeon English version of the Lord's prayer while spinning around looking up at the sky balancing a broom handle on your nose. You're thrown out - you're thrown out. Never mind all this feet business. You have to keep in mind that it's all a work. The two feet rule allows for the ridiculous Kofi spots and the dramatic "is he gonna go out" spots. I agree that these spots are overused but it's a good rule to have for the odd occasion when it's done right. If the rule were ammended to "any body part", this chance would be lost.

I think the RR needs more rules like this. Kofi Kingston's tricks are impressive, but really stupid if you're trying to sell it as real. Realistically, if you're hands, feet, one knee, one elbow(like the NFL) touch, you should be out.
I mean what's next? Kofi wearing stilts in the Rumble?
