That letter/manifesto thing is one of the biggest strings of bullshit I've seen, and I've seen my fair share. First talking about plagiarism when discussing Tumblr, Facebook and the likes is ludicrous as 1. people don't claim the works they post as their own (unless they actually are of course) 2. if they do, are lying and get caught, they get into trouble, as any plagiarist does 3. People don't make money off the stuff they post on social medium.
Talking about students copy-pasting their work is equally nonsensical. While it is true that some do, they are those who fail their year and again, they get caught and punished for it (it's why they ask you to give your sources: so they can make sure you didn't just copy and paste someone smarter than you's work).
The homeworks that get good grades and receive accolades are the ones where the students took the most relevant parts of their sources and used them for their own, personal, new reflection. This is the kind of works where the sources act only as inspiration.
This is why all art is not, in fact, plagiarism. Of course every story has been told and every theme has been covered before, and of course people take cues from other artists, but it's about HOW you do it, it's about how you TELL the story, how you show YOUR point of view, it's about how you MAKE your inspirations your own by using them to create something new as opposed to CLAIMING them as your own without actually bringing anything new to the table. Even memes you see on Tumblr and Facebook and the likes show more creativity than you did because THEY at least bring variations on the same theme.
And no your Twitter shenanigans did not "start a broad cultural discussion". Even ignoring the fact that the tweets were of no importance, especially compared to the part where you STOLE SOMEBODY ELSE'S WORK WORD FOR WORD, do you honestly believe no-one was talking about plagiarism and intellectual property before you started throwing shit around? Haven't you heard about SOPA, YouTube's Content ID debacle, Net Neutrality and all those discussions on freedom of expression, copyright and intellectual property? People have been talking about that kind of sutff pretty much ever since people have started creating art. Your bullshit is not important in any way other than how it revealed you for the scum you are.
Oh and stealing other people's work isn't "talking" about plagiarism, it's partaking in it. It's as if I stabbed someone and claimed I am not a murderer because I was trying to provoke a debate about homicide.
In conclusion, mister LaBoeuf, you are a lying, hypocritical, pretentious sack of shit. If you want to know what's wrong with modern art and American artwork, look in a freaking mirror. People like you, convinced of their own greatness and congratulating themselves about how clever their "concepts" are despite not contributing anything constructive to art and pop culture are the exact opposite of artists.
