Purely from a kayfabe perspective, The Rock has to be on top. Dude beat Austin, Hogan, AND Cena clean as a sheet at Mania. Nobody has good a track record as him.

Austin's performances at WM13 and WM14 made him the man in WWE. Brock also kind of has to be there now as well.

Savage - Plenty of great 'Mania moments. WrestleMania 3, 4, 5, and 7 being the highlights. Warrior - Back-to-back amazing WrestleMania appearances at 6 and 7. Bret - A standout performer through WrestleMania 13, including big moments at 10, 12, and 13. Andre - One half of the most replayed WrestleMania moment of all time. Helped sell a ton of tickets to WrestleMania 3. Austin - Had an amazing moment at 13, headlined 14, 15, 17. Rock - Headlined 15, 16, 17, 28, and 29. Had one of the biggest 'Mania matches ever against Hulk Hogan at 18. Cena - Headlined 28 and 29 against a returning Rock, main-evented several more WrestleMania's in the past.

Cena- headlined 22, 23 and 27-29, has at least two classics with both DX members (though I think Rock/Cena 1 should be in that discussion, and I dare say Cena/Bray). Won four titles, retained a title twice. Freakish feat at WM25. Best entrances ever Bret- legendary at WM7, WM8, WM10, WM12 and WM13 Bryan- kayfabe wise, WM30 was a big freaking deal that's gonna get replayed a lot unless he does something stupid HHH- Three solid to great UT matches, clinics with Cena and Bryan, awesome triple threat with Toothless and HBK, only heel to walk out of Mania with a world title TWICE Austin- classics at WM13-15 and 17, won three of his world titles, always makes for a fun segment otherwise Bob Uecker- best interview segment ever Ric Flair- it's not talked about a lot, but he's stolen the show at WM8, W18, WM20 (Evolution vs. Rock/Sock is extremely underrated) and awful TNA run aside, the WM24 retirement angle was good stuff
