I think since they had Green Goblin, Doc Ock, Sandman & Venom, they could've included Shocker and Rhino as two secondary villains, maybe they could've been hired thugs for Green Goblin in the first film, it would've been neat to see the adapted to live action seeing electricity has always been a cool power to have.

The problem with Spider-Man is that most of his villains are kinda lame. Considering I think he's got the 2nd best group of villians behind Batman, I disagree with that strongly. He has a lot to choose from, but some are duds. That said, I think more people would use The Spot if he had a better name, since his gimmick is actually pretty awesome.

Part of the problem would be budget constraints. Adding more characters would also add to the SFX budget as well as actor salaries for a movie that already cost more than 258 million to make. But that’s not the big reason. There was already way to much going on without introducing more people that need to be add to the story as well giving something to do in the film. If you don’t understand (or agree) with this point, watch Batman and Robin.

Because shoehorning the villains doesn't make sense to the plots and the themes the first two films were trying to go for. That was the problem with Spider-Man 3 with it's too many villains. Well and the amnesia storyline, and the love triangle and many other problems but Venom was really forcefully shoehorned in. It didn't make any sense. The third film should of just been Sandman and Harry Osbourne. A Mexican Standoff story of Revenge of Peter Parker trying to avenge Uncle Ben's murder and Harry Osborne trying to do the same thing against Peter Parker. It just detracts from the story and becomes a movie filled with nothing but noise and no substance.

It would have been too much too soon, leaving no material for future movies. The fact the newest one uses unused material in Electro and Rhino is a big bonus for that movie. Had the two already been used, there would be less interest. Shocker will likely never get in unless it's as part of a super-villain team, he's just not that interesting of a character and shock-wave powers are a bit over-done now. The problem with Spider-Man is that most of his villains are kinda lame. Yet he has some of the most iconic villians to the general audience because of the 90's cartoon, that show sure as hell gave me a soft spot for Spidey villains. I would bet that more people could name Spider-Man villains then they could X-Men or Avenger villains.

I guess I was being a little harsh, what I mean is a lot of them besides the ones used I can't see translating too well to live-action, unless you go the Nolan route (and I really, really hope they don't).

I did want a Lizard story arc... and then we got three, which was just horrible. I was REALLY excited for the Green Goblin/Spidey arc to hit it's climax, and then we got that movie. :\

It's funny, but Marvel seem hellva obsessed with making Spidey's villains into heroes over the years.
-Sandman turned babyface in the 90s and became a reserve Avenger. Ut didnt last, but In some continuities like the daily newspaper strip, he's still a good guy.
-The Green Goblin had two heroic stints...a breif period where Harry tried out being a hero, and then when a then-good and sane Phil Urich became the Goblin.
-Venom's track record of flip-flopping speaks for itself. Brock was an anti-hero in the 90s, then Gargan became a Dark Avenger, then Flash took over and went on missions for the goverment and is now about to appear in Guardians of the Galaxy
-Doc Ock recently enjoyed a stint in Peter Parke's body throughout 2013 and early 2014

They somehow manage to hold their own against heroes that far outclass them. Flash could snap all the Rogues' necks without them knowing, and Spidey could easily kill all of his foes with a single punch if he used his full proportional strength.
