At least people know who any of these people are. Considering how long his reign was, Pedro Morales is a strong contender just for sheer shits no one gives about him. Himself included, going by his lack of interest in showing up to even his own Hall of Fame induction, if I recall. For someone who was at a time supposed to be a big deal, this is a massive fall, with virtually no legacy to speak of outside of a trivia point.

It really is Miz. Khali was champion, but you could tell they just threw the belt to him because no-one else was around to hold it. He was a transitional champion and he now has a job for life and is semi-retired.
The Miz beat John Cena in a Wrestlemania main event, as a heel. There are three separate AMAZING things there that precious few people have achieved - beating Cena when he was impossible to beat, main eventing Mania, and leaving Mania with the belt as a heel.
And this year? He was in a shitty Battle Royal match, and he barely even got into that. There really isn't a better answer than Miz.

Another vote for Morales.
Went from WWWF champion to IC champion, to becoming a glorified jobber in his final years in the WWF.
Now he's nowhere to be found, and seems like he wants nothing to do to secure his legacy as a former (lengthy) world champion and the first (correct me if I'm wrong) Latin American champion

I only recognise the WWE title, so I'll say Miz.
Elevated above his station, buried brutally since then, and the only memorable thing about his title reign was the expression of a girl who accurately summed up what many probably felt about Miz being a world champion

The WHC from sometime after 2010 (or maybe 11) doesn't really count as a world title, it basically took over the IC title in level and purpose

With Christian, his career has been kinda winding down, so he didn't have far to sink. So I wouldn't put Christian in that group. He's still thought of as this wily veteran.
So it leaves 4 people. Ziggler, Miz, Swagger and Khali. All people who probably shouldn't have held the world title to begin with, considering where they're at now.
Miz and Khali though are the only two of them who were built up well before holding the title, and just fell off the face of the earth. Khali, because his legs are made of jelly and he can't really do much. And Miz is more perplexing.
I actually did think that Miz was a well deserved Champion. They built him up well, he won a lot, he won Money in the Bank, he actually came across as a guy who was making that next step in his career. And then, the wheels fell off.
So, I'd have to put Miz. Ziggler and Swagger were never seriously pushed, so their title reigns were always just bad and doomed to fail from the beginning. Khali was built up well but had to be thrown down the card because of how bad he is. So, for me, It's Miz.

The Miz. Went from headlining Mania to being in midcard limbo. He's in Alicia Fox territory right now, where he is Face/Heel depending on what his opponent/segment needs

Longest title run in 25 years or so to walking out and not even being missed is surely worse than Miz dropping to mid-card. At least Miz main evented WrestleMania.

Um, tons of people miss Punk. the chants died down sure, but only because his return is unlikely and he left on his own accord. If his theme played first thing on the next episode of RAW the arena would explode. If Miz was released today he would probably get a blurb on WWE.com and about 8 pages on FAN.
