We're talking about a dude who isn't really effected by a whole lot, he gets punched and not a damn thing happens, he can morph his fists into giant hammers made out of solid sand and even when you do defeat him via water or making him harden into glass, the guy can still form back eventually, I don't think Venom or Green Goblin could do any of that.

Spidey has faced Juggernaut at least once. Who is much tougher than Sandman.

One of my fondest memories from the 90s is when Doc Ock turned Sandman to glass and then shattered him into peices with his tentacles. A few issues later Sandman pulls himself together, still looking shaken and shattered and basicly tears through Ock while retaining a rather jagged razor-sharp form. Brutal.

Spider-Man vacuumed up Sandman at one point I can't take him seriously after that. I would say Carnage is the toughest mainly because the man behind the symbiote is a pure psychopath

I would say Carnage is the toughest mainly because the man behind the symbiote is a pure psychopath Carnage has been a non-factor for several years...yeah he gets the occasional mini-series but he basicly peaked in his second ever story (Maximum Carnage) and it's been downhill since. Besides...noise and fire are easy weapons to use against Symbiotes. Morlun...now there was a mother-canucker. JMS's best contribution to the mythology. A guy who doesnt stop stalking you until he feeds his appetite. He killed Peter in The Other storyline, but Peter got better and...erm...bit his neck off or something. Morlun's coming back later this year...but yeah. There's a reason I just don't count anything past 1998 as canon

In terms of pure power, I think Firelord might actually be the most powerful enemy that Spiderman took down (though I believe he still had the Venom symbiote bound to him at the time. At the very least he was wearing a black costume at the time).

At the very least he was wearing a black costume at the time). Spidey only had a normal, black version of his regular costume at the time, and no symbiote. Someone like Green Goblin or Jackyl are much worse, because they screwed with Spidey on a psychological level as well as physical.

The Juggernaut at least twice that I can remember.
Morlun was a nasty piece of work that Spidey said hit harder than the Hulk or Thor.
Spider Man also fought the Hulk several times.
During Act of Vengeance he fought Magneto.
Off the top of my head I’m sure he went up against Dr. Doom at some point in the last 52 years. positive of it.
But the big one would be during the AvX story line when he had to deal with Colossus and Magik when both of them had ¼ of the Phoenix Force. So yeah, 1/2 the Phoenix Force total.
So I would say no to the Sandman being Mr. Parker's toughest villain.

Spider-man's toughest foe is Norman Osborn and his entire "Goblin Legacy". Nothing else has given Peter as much trouble over the years.

They said later Traveler was merely a fake with suggestion powers ala Mastermind. Oh, Clone Saga.
Hell Spidey has beaten a Sandman/Hydroman team up, even when they became a big mud monster.
And honestly, Sandy isn't even the most dangerous of the Sinister Six. Ock is more of a threat cuz of his brain, and Electro is more of a physical threat.

Even Mary Jane's kicked most of Spidey's foes asses (Battered Normie Osborn's Goblin in the Spider-Girl continuity, smacked Chamelion with a baseball bat, stared down Mobius, fought Ock in the daily newspaper strip), she's even phoned Peter once and told him to help topple a Gaddafi like figure in Tarantula's neck of the woods.

Sandman has great powers, unfortunately he isn't very bright. He's been sucked up by a vacuum, fooled into merging with Hydroman, suffocated in a steelbox trap he set himself, caught by two cops because he was fatigued etc .... Depending on what you mean by toughest he could be top tier, I mean you can't really hurt him then again Rhino is tough in that regard. From a straight up power level and threat to civilian life I'd say Carnage at his peak. Currently who knows: Doc Ock is dead. Smythe is dead. Venom is a Heroic Flash Thompson. Green Goblin {Spoiler}{Spoiler}{Spoiler}just got de-powered, (Spider-man cured him) Mysterio is in the wrong universe. Kingpins empire in New York has been neutralised Morbius is more of an anti-hero these days. So yeah maybe Carnage, Sandman, Electro or Kraven at this very moment in comics.
