Cena beat Bray at WrestleMania Bryan beat Kane at Extreme Rules Shield beat Evolution there, too
Why is the storytelling so weird; don't heels usually get the first win? Why should I be invested in the stories anymore (Cena/Bray an exception because Bray doesn't care about losing and has psyched Cena out)?

Well like Bryan can't lose this early. So no matter who you stick against him you'll face the same issue.
Shield kinda have the same issue too. Shield are getting elevated to HOF worthy stable level so beating Evolution twice clean in a row will do that. Losing to Evolution doesn't do much for the Shield.

It's like something out of an 80's cartoon.
"Damn you, Shield! You may have stopped our combined might, but what will you do when Dave Batista grows to a height of 30 feet?! And if you still win there, what will you do when Randy Orton devises a potion that renders our clothes--but not our bodies--completely INVISIBLE? EVOLVE OR DIE!!!!!"

I agree.
The Wyatt match at ER was silly anyway, Cena wanted to win to "contain" the Wyatt message? Metaphors do not work for match stipulations. Even if he had lost it would have meant nothing.
Kane lost clean as a sheet, what's the justification for a rematch?
And all Evolution could come up with was "Meh, they got lucky"

I feel like HHH is really focusing on the Shield because he's unable to accept that Bryan bested him.
HHH: "What? Bryan? I don't have time to deal with him anymore - the Shield is out there!!" Orton: "Yeah, but we spent all last year trying to get this guy and the Shield, they really didn't do anything...." HHH: "DAMN YOU SHIELD!!!!"

Hell, last year the Shield were helping HHH beat the shit out of Bryan!

WWE's got a captive audience for the next six months-- filler time! I always feared that with the elimination of PPV, their cards will become even more lazier.

I'm hoping that with the elimination of PPV, more wrestlers will get opportunities because there's less pressure for "buyrates" and all that jazz.

I just sat here for ten minutes trying to find a way to rationalise these decisions for the storylines. Excluding Bray/Cena, I have no words.

I'm not at all impressed with either storyline at this point. What was a passing of the torch at Extreme Rules became a burial to some extent on Raw. Kane had his chance to destroy Daniel Bryan; he failed. Evolution at their opportunity to punish the Shield: they failed. Not only is it that we have to see Trips, Randy's and Dave's ugly mugs on TV for the next month or so until Payback; it's that the entire conceit has been done to death. It's the kind of creative blockage that can only be solved by reducing the number of PPVs/supercards per year until we get back to a slower-burn model of writing feuds. But that won't happen until WWE ceases entirely to rely on PPV income.

If Evolution had beaten the Shield, just as many people would have complained about old guys beating the young guys. If Kane had beaten Bryan, just as many people would've said it was bullshit that the champion didn't win in his first title defence. And as for Cena/Wyatt... I'm not sure I've ever cared less about an angle in my entire life.

Extreme Rules, a few twists and turns aside, was actually a very fullfilling PPV. Unfornately on RAW the next night they undid a lot of the story resolution that people felt on Sunday. Suddenly Bryan & the Shield's win don't mean as much because everything reverted to the EXACT same scenario as before the PPV. Kane terrorizing bryan/bella & Evolution abusing the Authority's power to beatdown the Shield. its a strange feeling because you kind of feel ripped off by the PPV, while still having enjoyed it on a different level.

Kane lost clean as a sheet, what's the justification for a rematch? The Authority hate Bryan and want Kane to murder him. Kane doesn't care about winning the title and is trying to murder Bryan.

You can rationalize it that even though Kane lost in the ring, he's not done with Bryan yet. The character is a lot like Bray Wyatt in that regard. He doesn't really care about titles either. Evolution still wanting to go after the Shield makes sense too since Triple H is running things and he can keep trying to screw with them as long as he wants until somebody with more power tells him to stop. As for keeping people interested, I'm sure the next matches for both sides will have different stips. Kane vs. Daniel Bryan is supposed to lead to a "Buried Alive" match, and maybe they'll do some kind of elimination match involving Evolution and Shield to mix things up. Or maybe they'll make it so that the losing team has to disband.

It's TNA booking. Feuds are just...not ending. Los Matadores/3MB is STILL going, Fandango/Santino never really ended, The Total Divas/other divas feud stops and starts whenever they feel like it...

And if that rumored match for them at Payback is true (Buried Alive), you've got a good justification for this rematch situation.

The worst thing for me is that there's no reason for any of these things to continue.
Bryan beat Kane CLEAN. Knocked him out with a tire iron, put him through a flaming table, knee'd him in the face. It should be over. Nope! Kane No-sells it because ANGRY SCARY DEMON MONSTER.
Bray beat John Cena. Took everything from him. Took the children. Cena is TERRIFIED of Bray. Bray's won. NOPE. It will continue, because Cena does not lose or change.
The Shield beat Evolution. Clean. Did crazy spots, beat their asses, it's over. There's no intrigue, it can go no further, because The Shield are better than Evolution. Nope! It has to continue because......THE GAME.

Bray vs Cena is th only one I could think of that maybe should have ended. Kane vs Bryan, Bryan will probably make him tap next, and that's a pretty big rub, making the monster of all people tap. And as for Evolution vs Shield: That feud has been a month long. A month. Let's give them a little more time than that.

It's a consequence of having no jobbers and a PPV every month
Rather than building up to a final confrontation, it's a series of confrontations culminating in a non-ending.
It would be like Conan The Barbarian fighting Thulsa Doom every ten minutes in that film, only for both of them to survive at the end, and walk away from each other without saying another word or having a conclusive final battle.
