Big Bossman interrupted Big Show's father's funeral and drove of the casket that held his remains.
He also wrote a poem essentially celebrating the fact that Big Show's father died.
He kidnapped Al Snow's dog and fed it to him.
He destroyed the Wight family's precious watch--a genuine family heirloom.

I think Orton was a near perfect heel during his 09 run, so I won't argue his presence on the list even if I probably wouldnt rank him top 10.
I think for me, the list would go something like:
1-Mr McMahon 2-Triple H 3-Jake Roberts 4-Roddy Piper 5-Ric Flair 6-Hollywood Hogan 7-CM Punk 8-Nick Bockwinkel 9-Bully Ray 0-Ted DiBiase

The fact that Edge wasn't on this list at all, but Randy Orton was number 2, makes it complete bullshit.

Absolutely agree Bossman should be on this list for his antics during the Attitude era. William Regal too is another who is the true definition of a villain.
Seriously though, what on earth has Randy Orton done in order to get on this list at number 2?

Piss poor list really.
Randy Orton should not be on a list of 10 greatest villains of all time, he is decent at best, Punk is good but way too high. JBL.. no no no. Midcard heel at best, he never deserved that main event spot. Sheik was good but not sure about his inclusion either.
No Jake Roberts or Ric Flair, are you kidding me?
Mr McMahon is a fair assessment of No.1 but yet another character tarnished by a million babyface/heel turns, it becomes difficult to remember much past hi initial heel run.

If they are counting managers Heenan and Heyman would probably be on my list.
also I forgot they did have a special section specifically mentioning a few divas outside of the list proper. I think only Luna, Sherri and Lita were mentioned.

Lita was an odd choice for the female section she was a good heel but is way more memorable as high flying Lita. Stephanie or Sunny or Moolah or even Ivory might have been better villainess choices.
Sherri and Luna were spot on though

I still liked watching the show, but this is by far the worst list thats ever been featured on it. Orton at 2 is beyond stupefying.

I know I commented already, but I still can't get over Orton at number 2. Look at some of the guys ranked behind him - Ted DiBiase, Roddy Piper, Hollywood Hogan, Triple H. They can't seriously think Orton is a better heel than those guys.

Eric Bischoff should be an honorable mention at the very least. Just the smug look and arrogant way he ran WCW/nWo and the Raw GM roles.
Most guys, I can admire and respect how they got me to hate them and wanna pay money to see them get the what-for. Eric Bischoff even today, I wanna punch his lights out.

Here's the thing about Orton. If you run down the list of heel things he has done over the years you would say "Why yes, this man is one of the biggest dicks ever in wrestling." But if you actually watched these shows you'd see how little joy Orton puts into these performances, how little charisma as a heel he has, how boring his heel matches are, etc.
I dare say I kinda disagree with Piper being here. How much of Piper's career was even spent as a heel? Maybe his mid 80s WWF run, but that's it. I think he was a face in the NWA before then, though he kinda veered back and forth depending on the territory. And he has largely been a face since the Adrian Adonis feud. He maybe was a heel for a very goofy and brief time in 1999 era WCW, and had that cup of coffee in 2003 as a heel with Sean O'Haire.
If we're putting non wrestlers on the list, why not Heyman here somewhere?

(the main event of 1 and one of the marquee matches of 2)...
