I watched this show again the other night and remembered just how bad the commentary was. You had Lawler, Coachman and Styles for Raw, Cole and Tazz for Smackdown. This was during a period when they were yet again trying to make a huge rivalry between the two brands and it stemmed from Bischoff pulling the plug on a match with Smackdown stars on WWE Raw Homecoming. They had the commentary teams bickering childishly the whole night and being even more nonsensical than usual. For example...
Tazz claiming that Mercury and Nitro should not have been ejected for attempting to give Trish their finisher. Lawler saying about Smackdown's team, "so-called Superstars" Cole repeatedly banging on about Smackdown having the highest certain demographics in Ratings, yet ignoring that Raw having the highest ratings full stop. Tazz pretending to cry when doing an impression of Styles. The claim that Raw referees are useless because they kept getting knocked out during the Angle/Cena match. And the biggest fly on the dog turd, the Commentators basically acknowledging they were ruining the show by bickering amongst themselves instead of calling the matches.
I know there are shows where Celebs have joined in on commentary and they have been hilariously terrible (how much does this guy weigh? and UH-OH!) but I don't recall a more poorly-called show by actual Commentators.

Summerslam 1988 - The worst, period. f*** you Billy Graham. He was awful, no doubt, but he genuinely sounded interested in the action and enjoyed the humorous moments, something you cannot say about Cole/Lawler/JBL. Looking back, Billy Graham was one of my favourite things about SummerSlam '88.

I was recently watching Survivor Series 2010 and at one point Cole just starts screaming "WHO CARES? WHO CARES? WHO CARES?" over Striker who was (unsuccessfully) trying to put over Kaval.

I've never noticed the commentary being particularly bad. It's one of the few PPV's I own so I've seen it several times too.
Really, commentary has been dire since Cole turned heel so one of the PPV's since then is probably the worst. They all blend together.

I hated Michael Cole on SmackDown during the brand split, because he put far too much emphasis on the split aspect. WrestleMania 22 is a prime example. "Two SmackDown guys just helped a RAW guy pull another SmackDown guy off the ladder!". No shit, stupid. It's everyone for themselves and THEY want the briefcase.

It used to really piss me off when he'd say something really informative about one of the lower card wrestlers, or he'd bust out an interesting factoid that pertained to the current match, and they'd just scoff at him and make him out to be an idiot. How dare he care about the matches he's watching. I guess he should have just sat there and bickered about twitter followers and make lameass "Who Let the Dogs Out?" references and no-sold the signature moves of the talent. That's what all the cool kids were doing.

The story of Matt Striker always embellishes the good parts (he talked about all the wrestlers) and ignores the bad parts (lame song references, lame fake stories, fake tone, general douchiness). The fact that he never gelled with Cole and Lawler is never considered from the perspective of this guy didn't fit in but rather this guy was soo good (like NXT good) and these old dudes were so lame and lazy. I blame all of them equally for that team not working, but I think it's because they just couldn't resolve the personality issues and get on the same page not that Striker was just so totally on a higher level that they were unable or unwilling to reach toward. I mostly can tolerate lazy and mediocre commentary (Lawler, Cole, JBL, etc) but I can't stand obnoxious commentary that sticks out and disrupts my enjoyment of the show. Striker was fine with Grisham, but the Cole/Striker/Lawler trio fell fall short of kingly.
