Right now, I'm watching only 45 minutes of Raw every week due to being burned out to watch a full show. If it went to 4 hours, I'd likely watch even less.

Sometimes 3 hours is hard to get through, and that's even with the commentary here.

When your current three hour programming isn't showing off your roster and new things and new matches, and is crammed full of useless promos, backstage segments, and shilling of the WWE App, WWE Network, and what have you, why would you want a fourth hour? More time for WWE to waste?
If the third hour actually went towards something since it's inception, I may be interested in what a Fourth Hour would do (Maybe an NXT Kickoff Hour or something) but since WWE barely has an hour of wrestling in a 3 Hour Show a lot of the time, a Fourth Hour would just be a annoyance and even more of a frustration to fans who want to see wrestling and get more filler crap.

Imagine those memorable filler matches and jobber squashes to build to the same amount of PPV matches in the same length PPV cycle!

It would be one of the worst decisions since Monday Night Impact. The flaws in the programming is seriously exposed as is given how so much is repeated between Raw and Smackdown, and they wouldn't try and book any portion of the show to give more exposure to the undercard, they would have Cena/Orton/Triple H/Reigns in hour one, hour two, hour three, hour four and they'd blame the audience for cheering for anyone but them, or not reacting at all.

...nobody, not even WWE at their most spiteful, could be cruel enough to subject us to four hours of standard Raw commentary on a regular basis.

Thinking about it though, we probably do have 4 hours of raw. Just the last hour is recaps and happens to be broadcast on a Friday.
