for once, I have to vote in one of my own polls, which some may find BOGUS.
I didn't include Mike because he is obviously a fictional character and thus does not count
wait, he's real? lol, bullshit

Don Flamenco was the most fun to fight, but the second time you face him he clearly pays off Mario. I had one match where I knocked him down twice in each round, had him on the ropes again, and never took a single punch and that crooked ref awarded the match to Flamenco! It is for that reason that I always get a real kick out of kicking the crap out of Mario in the various Smash Bros. games.

King Hippo's probably the most iconic, but Super Macho Man was my personal villain, struggled with beating him for ages.

Super Macho Man.
Personally, I think he's harder than Tyson.

The NES Great Tiger was so much fun.
I loved when he would get dizzy after flying around and I would proceed to put him on HIS ass.

Too young for the NES version, but Soda Popinski was a bitch to fight. Every time you had him down, he'd drink that stupid f***ing soda and go nuts on you.

Soda. Damn dudes, it took me a half a yr to beat that asshat. I would pummel his ass the first round, but damn he'd come back like a hybrid super Cena/Hogan.
Flamenco was set up the first fight. Its subtle but pay attention to how Mario hesitates when he is counting out the Don the first fight. Second time its blatant. I hate it but it was clever. Honorable mention to Von Kieser
