This question is simple, didn't Dixie ban Jeff Hardy from TNA and that is why he became Willow, so technically shouldn't he still be banned?

Regime change undid the ban, I guess?
That, or, because TNA.

Yes, but he never hid the fact that he was Jeff Hardy when he was Willow, so it's even more baffling since he debuted the gimmick when Dixie was still in charge. I thought he actually quit anyway?

He quit TNA because he was tired of being screwed by Dixie & co., then a few weeks later, the Willow vignettes started appearing. Also, MVP called him & asked him to be on his team at Lockdown & announced to Team Dixie that he would be, of course Willow, not Jeff, showed up.

Yes, Jeff is high right now.
Didn't even read the question just thought that that was a question asked about Jeff Hardy all the time...

Since Willow/Hardy helped MVP become Director of Wrestling Operations, MVP lifted the ban on all alter egos of Jeff Hardy.
There's far bigger holes in TNA continuity than this.

It's Mr America I suppose. Wrestler A leaves/gets banned. Wrestler B (who is clearly Wrestler A in a mask) appears and everyone is in on it except the person who banned Wrestler A, who seems bizarrely oblivious to the completely obvious.
In the same way that she is bizarrely oblivious to the fact that no-one wants her on screen either.

I thought MVP lifted the ban when he was still a good guy and Jeff became Willow simply for funsies.

Why didn't the actual TNA fire and ban a joker who showed up high to main event a PPV?

Why didn't the actual TNA fire and ban a joker who showed up high to main event a PPV? I wondered the same thing at the time & was skeptical after he came back from his 6-7 month suspension. But, he's been clean since then & has stayed out of trouble, thankfully. At the time though, I would've been more than fine with them releasing him.

Honestly, I don't give a shit how clean he's been since then. You don't show up for a main event high. I mean showing up high to any event is bad enough, but when you're in the world title match?

I'm glad he's cleaned up & changed for the better since then, but him showing up in that condition was really embarrassing & sad & I was really pissed at him & whoever let him go out there like that.

It was ridiculously stupid, but by actually sending him out there, they also made themselves somewhat culpable. They'd have every right to fire him prior, but once they let him make his entrance, I blame them equally for it, especially since they could have easily just said "Oh, Jeff got jumped backstage!" and just sent someone else out to wrestle Sting.

Backing up a bit here, in regards to the other "obvious alter ego masked guy" storylines this one is weird even in comparison to those. In those there was a cheesy attempt to say it was someone else, even though we knew it was Dusty as the Midnight Rider, etc. There was never any attempt at hiding Willow being Jeff Hardy. Announcers simply said "Why yes, this is the alter ego of Jeff." It was some bizarre mix of Crow Sting and Mick Foley doing an alter ego.

That is what bothered me a lot you had Tenay going WILLOW, IT'S WILLOW, JEFF HARDY'S VIOLENT ALTER EGO.

The bigger question is why Willow haven't been arrested yet for molesting Spud on a regular basis?

The bigger question is why Willow haven't been arrested yet for molesting Spud on a regular basis? You say "molested", Willow says "loved". And Spud, well, Spud doesn't say very much. It's difficult to talk when you're chained to a pallet with a ball-gag in your mouth.
