WWF World Heavyweight Championship
"The Million Dollar Man" Ted Dibiase(C) w/Virgil vs "Macho Man" Randy Savage w/Miss Elizabeth
Storyline: Dibiase comes in and tries to buy the title from Hogan, Hogan refuses. At The Main Event Hogan is scheduled to defend against Andre. But there's an announcement that Bobby Heenan has called from the airport with a problem. His and Andre's flight was delayed. They can't make the arena. Dibiase comes out saying that people expect a title match. Does Hogan want to disappoint his Hulkamaniacs? Hogan gives him a title match when Dibiase offers to make a major charitable donation, if Hogan wins.
Midway through the match Andre and Heenan appear. Heenan will later say that they'd just arrived, they'd been calling from the local airport, that the plane had ARRIVED late. With distractions from Heenan and Virgil Dibiase wins via an Andre assisted Spike Piledriver to Hogan.
Savage comes out to help Hogan post match when Andre tries to attack him
Savage gets the shot because he'd been building to a feud with Dibiase. When he debuted and tried to buy the title from Hogan he'd also tried to buy Liz's managerial services from Savage. Hogan just said no, Savage flattened him. This led to Dibiase paying off people to attack him.
Handicapped match Hulk Hogan vs Andre the Giant and Bobby "the Brain" Heenan
Hogan also wants a piece of Heenan so he demands both men be a part of his rematch with Andre
Intercontinental Title Match Honky Tonk Man(C) w/Jimmy Hart & Peggy Sue vs Brutus the Barber Beefcake
WWF Tag Team Championship match Strike Force(C) vs Demolition w/Mr. Fuji
The Ultimate Warrior vs Hercules w/Bobby Heenan
Six Man Tag Team Match King Harley Race and The Islanders vs The British Bulldogs and Ricky the Dragon Steamboat
These matches all have the same setup as the real show, Warrior/Herc takes place before Heenan's match, Race steps into the six man since Heenan has a different match, Steamboat replaces Koko because of the higher quality third man on the other team
Hacksaw Jim Duggan vs the One Man Gang w/Slick
Gang was the man Hacksaw eliminated to win the first Royal Rumble, Gang wants payback
Bam Bam Bigelow w/Oliver Humperdink vs Sika w/Mr Fuji and Kimchee
Bigelow was getting a push at the time, it seems Sika was being used as a heel midcard monster
Six Man Tag Team Match
The Hart Foundation and Bad News Brown w/Jimmy Hart vs The Rougeau Bros and Jim Brunzell
I'm not sure they'd have done a battle royal without the tourney. In this match Hart and other managers have been trying to sign Brown. He attacks Bret after Bret is Irish whipped into him.
Jake the Snake Roberts vs Ravishing Rick Rude
start the feud here
Don Muraco w/Superstar Billy Graham vs Butch Reed w/Slick
Slick's men ended Graham's career, Muraco came to his rescue
Greg the Hammer Valentine w/Jimmy Hart vs Koko B Ware
Valentine was just coming back from a brief falling out

I am just pointing out you're shortchanging a LOT of people by minimizing the card size Also I was really hoping for comments on my rebooking

OP, I do like your ideas such as Duggan/Gang, Hart trying to sign Bad News, Roberts v. Rude, Koko v. Hammer (the throwaway type match) and Muraco v. Reed.
I would have preferred a traditional pay per view match show but with the lack of fueds at the time required the tournament and battle royal. I can imagine the show without both but at the same time I can't imagine WWF could have booked the show without it being considered one of the worst, simply because the older PPVs thrived on big time fueds.
Here goes it: Macho v. Dibiase for the title. Not sure how I put Macho in this place other than maybe Hogan stepping aside to give Macho the rub or somehow Jack Tunney determines Macho is the main contender for the title since Hogan already was champ so he's not a contender. Dibiase was technically champ via Andre winning.
Demolition v. Strike Force, as planned
Gang v. Duggan, as cited with the rumble reasoning. There's only so much Bam Bam and Gang can do.
Islanders, Race and Heenan v. Bulldog, Steamboat and Koko, as planned. More Heenan Family members and Steamboat is an animal lover.
Beefcake v. Honkytonk, as planned
Hogan v. Andre, played out as it did on the show with a double DQ. Occurs mid-show to let all guys cool off for the main event interference.
Muraco v. Reed with the Graham injury reason.
Hart Foundation and Bolsheviks v. Killer Bees and Rougeau Brothers with seeded of the Hart double cross playing out. This would be a Survivor Series 1992 elimination type match.
Bravo v. Patera for the strong man feud and more specifically over the bench press record
Rude v. Roberts with Cheryl Roberts reasoning occurring sooner.
Bad News Brown v. Hillbilly, with the newcomer having issued an open challenge on past WWF TV
Hercules v. Warrior, the basic grudge match as the opener to liven up the crowd via Warrior
Stallions v. Conquistadors as the dark match.
The original PPV sure did drag on but with a number of the lower card guy matches, I think the show would have been even worse. Only guys not on my card are Junkyard Dog, George Steele, Sam Houston, Ron Bass, Sika, Hammer and Danny Davis
