I am sure there are many reasons, but none are coming to mind.
You had the son of the British Bulldog, Tyson Kidd and the daughter of Jim "The Anvil" Neidhart in one tag team when WWE was lacking in tag teams.
They can all work great matches. They had Bret supporting them and won the tag team titles.
So why does a team like the Uso's have more success? Why couldn't the WWE make the Hart Dynasty work?

The Usos are more entertaining than they were and have more about them, plus Harry Smith was still VERY green at the time compared how good he is now in New Japan.

There is more focus on tag teams now. The Uso's foundered for a while before getting where they are now. Plus, Smith was like a board of wood with muscles.

Many of the best wrestlers ever would struggle without their famous rivals as they help define you, hell the same applies to any great sportsman or team.
The Usos have better opponents, not just a stronger tag division but more options in six-man tags too.
There weren't many teams for the Hart Dynasty to face so they just battled Cryme Tyme again and again, it's tough to get excited for that.

Good to hear. It's funny to hear anyone say the Usos are more entertaining, considering the reactions they got upon their debut. Sometimes getting over just takes time, I guess.

Yeah, Smith had some problems connecting and he was green. I'd be interested in seeing him back in WWE at some point if he has improved. I did wonder about this very question when watching NXT recently and here's what I came up with: Tyson Kidd just didn't quite fit. I actually saw a proto version of the team in OVW when Teddy Hart was teaming with Smith and I thought they were better. Teddy is of course a nut and has had his problems doing what he's told in the ring, but he IS a live wire talent that can get over. Kidd is a more stable guy but at best he's a journeyman who isn't going to light the world on fire. An electric Teddy Hart could have masked some of Smith's weaknesses.

Because an opinion that WWE wanted them to fail is based on interpretation of what was before my eyes on WWE programming. Such as commentators calling them boring, which is a sure sign of behind-the-scenes sabotage. Someone has to write or convey that shit for/to the announcers. The motive for such sabotage is a seperate issue, and one I am not privy to.

I think Kidd's really come into his own with his recent new heel character on NXT.
The "FACT!" The Crowd chanting "Nattie's Husband" and "Tyson Chicken"

The Usos were dead in the water for their first couple of years on the roster. I can remember threads calling for the Conway Pop to be renamed the Uso Pop.
