Just have them re-record Smackdown: Just Bring IT! lines and play them over the shows. Update them every month or so.

You'd still have the same head person directing/producing them and you'd still have Michael Cole steering the ship.
As much as I'd like Regal to get promoted to a bigger show, what I'd really like is for the company to allow 'main roster' programming to be announced more like NXT has been announced over the past couple of years. I wouldn't mind Cole and Regal together in this format, perhaps with Renee with them.

Miz. Add Byron Saxton and Renee Young nested of Cole and JBL

Replace Cole & Lawler with Dusty & Booker, joining JBL, & then just sit back and watch the magic!

Regal or for while he's injured, Bad News Barrett - my only worry though is if they (mainly Regal) would have the freedom they have on NXT from Triple H with Vince on the main roster shouting down their headphones.

My three man team would be Paul Heyman, Tensai, (who does surprisingly well on nxt) and Renee Young

Someone who could actually mark out and show true passion in their voice when calling matches. Regal and Young are pretty good play-by-play announcers, but they do not have the voices to go crazy for huge moments. Honestly, I'd say Booker T for the hell of it because he's hilarious, but I feel like someone like Road Dogg would actually be good on commentary if he was given the chance.

Regal
He's actually funny, and actually knows what moves are called and focuses on a match, the character, and why we should care
He's one of the main reasons NXT is amazing.

I like Regal but you guys would vote him to sit with JBL & Cole? Good god, no. Renee Young isn't better than Regal by any stretch of the imagination, BUT she's a better fit for JBL & Cole.

Why another wrestler? I'd pick Scott Stanford.

Ted Sr. did some commentary around early 1994 and I enjoyed it, so I pick him.

Just keep Cole and JBL. No need for a third man, Lawler at this point just screws up the formula. Although if they have to get one I'd say Regal. Bradshaw and Regal talking wrestling strategy every match would almost be enough to make me watch Raw again.

Regal He's actually funny, and actually knows what moves are called and focuses on a match, the character, and why we should care He's one of the main reasons NXT is amazing. ...and it all stems from his character which just makes it better, he can admire heel tactics, a well applied hold, smash-mouth brawlers, fighting-spirit, comedy acts like the Vaudvillians, a fellow countryman or whichever child-friendly wrestler his nieces like without any inconsistencies or contradictions. He also seems to know everybody who has ever wrestled anywhere in the world so can remember a lot of young wrestlers being born and their families, bizarrely this even extends to being able to mention Snoop Dog when Sasha Banks wrestles as he once shared a segment with him. That's a lot of natural ways to get somebody over compared to how forced it can often be on Raw. Oh and people mentioning Riley based on this pre-show performances should listen to his painful commentary, unless you already have of course.
