Both were massive heat magnets when they wanted to be, but who was the better heel at their peak?

Vickie was OVER, but I doubt she sold any/many tickets.

I can't believe I'm about to say this, but Vickie defeats her late, great husband. She had this knack for the crowd to hate on her incessantly! There was almost ZERO likeable qualities, and the fact she was rarely touched made the heat even the more unbearable. Eddie, even when he was a hated heel, had that suave demeanor that made the fans glues to his personality.

Eddie, you always wanted to love, even when he was a heel.
Vickie, you just flat out hated.
That being the case, it's Vickie.

Vickie, because Eddie was too likeable to truly hate.

Vickie may be the greatest (non wrestling) heel in WWE history. What makes this all the more impressive is that she is, by most accounts, like the sweetest person on the planet off camera. Vince took his real personality and turned it up to 11. Vickie, apparently, did a complete 180 with spectacular results.

I remember one time, Vickie could not get her promo out, because every time she tried to speak, the crowd booed very, very loudly. Vickie and Cena were corpsing hard, because of it.
I don't think Eddie EVER got that much heel heat.

Eddie could make the crowd lover or hate him at will, but even when he was heeling it up there was that little bit of "Damn it!" followed by a chuckle. Like "Yeah, boo but still, damn it, I can't stay mad at you".
Vickie was just a true heel, old school in every sense, and given that she pretty much came in cold as a beloved wrestler's widow and was top heel within, what, months at most, it HAS to be her.
Eddie was one of the most gifted puppeteers I've ever seen in a wrestling ring, he could make the crowd dance at will, but eventually the just loved him for it. Vickie just kept her heat, and it was "someone slap her" heat and not "get out".

I say Vickie, if for no other reason than I thought Eddie worked better as a babyface.

Vickie, because Eddie was too likeable to truly hate. Basically this. Eddie was always like Loki, Hans Gruber, or Barbossa from Pirates of the Caribbean - a definite villain, but was so much fun to watch be a total dickbag it was hard to not like him, or be upset if he came out on top. Vickie was a heat magnet who nobody ever wanted to come out on top. You always wanted the faces to leave her with egg on her face. Vickie just kept her heat, and it was "someone slap her" heat and not "get out". I've often seen people describe Vickie's heat as X-Pac/go away heat, but the fact that she got most of the crowd on her side on her final night to me proves that was not the case. People hated her character, but respected her as a performer.

I think it's misleading because Eddie had to be a heel as a character and a heel in the ring, which he was brilliant at. Eddie all the way, but I don't think it's even a valid/fair question.

Vickie got heat from dead crowds during the period of the deadest crowds WWE has ever had.
Eddie got heat a lot of the time, but usually from already hot crowds and was too entertaining to be truly hated by a certain point in his career.

Eddie
Vickie was a channel changer for me. I never found her appealing as a character, nor did I think she deserved to be on the show.

Eddie.
The job of a heel is to get people to pay to see you get beat up. Most, but certainly not all, of Vicky's heat didn't translate to that.

Vickie is one of the greatest non wrestling heels in the history of the business. She has more than earned her place in the HOF and the way she got heat should be studied by every male and female performer from now until the end of time.
