Back then I would say Crush was a guy who could of.
The only guys who did though were Luger and Ahmed Johnson.

you mean as a sub to Hogan at the 1993 Bodyslam challenge...or just in general?
Savage had lost a lot of muscle mass at the time post steroid trials, so he's out.
Rick Martell could've done it. Always had a pretty muscular frame
Also Scott Steiner. Even back in 1993 he was still huge.

As for guys who were actually around then, I would put Crush at the head of the pack who were most likely to slam him. I don't think Luger really slammed him - he just kind of stood there while Yoko hoisted himself up in Luger's arms, and Luger held him for a second and then dropped him.

I remember Undertaker chokeslamed him. It looked awful and more like a STO but was still cool to see as a kid.

Kamala. I once saw him casually bodyslam Andre the Giant. Two things. First, Andre was not at his heaviest then. But second, and perhaps more importantly, I think Andre was probably easier to get his arms around than Yoko. When Luger was holding up Yoko, it looked like he was trying to bodyslam a water bed.

Either Crush for a major push or maybe Hacksaw Jim Duggan for a patriotic pop on the 4th of July. Hell, either would have made more sense than Lex Luger suddenly playing the All American Patriot.

As much as I marked for whomever I was told to in 1993, as I was only ten years old. Part of me would've preferred Crush getting the push against Yokozuna over Luger. First I was a big mark for Kona Crush at the time, he wore bright colors and talked in that whole "Shaka Brah" Hawaiian slang that been co-opted by surfer culture, which had really caught on in popular culture big time in the 80's and 90's. Plus I liked the idea of America's new patriotic babyface coming from America's 50th state for some reason.

I don't know if Crush would have ever been a big name player, but he was a big powerful guy with some pretty cool moves. Really, there weren't a lot of guys doing the tilt-a-whirl backbreaker at that time, maybe just Crush and Scott Steiner in the United States? That, plus for all the crap people give Crush about being a slow/brawler type, he could throw a good dropkick and had pretty good agility for a man his size. At least in terms of athleticism, he would have been a step up from Hulk and Warrior. Like most WCW guys, Luger's WWE push was so ridiculously botched. I think Luger did his best to get the Lex Express thing over, but it just wasn't him. The main difference in Crush and Luger at this time is that Luger was forced to get a gimmick over that was so different than who he was, while Crush's real personality was allowed to come out much more than it did when he was part of Demolition.

Version 1 Scott Steiner even, who was still strong enough to give guys like Vader suplexes.

What about the British Bulldog? I always thought he was freakishly strong for his size, altho we know why he was now. He'd been gone about 9 months at this point because of how he got that strong. Thinking about it, imagine the challenge in like, 1991.
