It actually kinda made sense in that he and Luger were continuing their war against Hogan, only now they were part of a gang that could back them up. The Wolfpac were pretty much faces anyway and teamed with WCW guys regularly. It's the motivation for the Wolfpac still being nWo that was poorly written.
