Let's say that Seth somehow walks out of Night of Champions as WWE World Champ. One would assume the next logical would be (with or without the title, really) to go against a returning Ambrose.
IF there was a Seth vs Dean World Title Hell in a Cell match, would it main event the show or would Cena/HHH/Roman/Whatever take priority? In a Network era, I'd say so. If there was no network and just PPVs, I'd say they wouldn't risk it.

I think they need to have a Cell match with Ambrose vs Rollins and Triple H vs Reigns. However, we all know which would main event.

It is and it's the best feud in the company right now.
Unfortunately WWE officials don't see it, let alone especially since neither of the guys are Roman Reigns, John Cena or Brock Lesnar.
The reality of the situation is that Ambrose will likely return just before Hell in a Cell and he will continue his feud with Seth. The problem that Ambrose has is people interfering (Kane specifically) and he needs to get Seth to himself. The only logical explanation is a cage match or a cell match. It makes the most sense to give them a match in a cell.

I'd book Seth/Ambrose in a Cell for the main event personally, but I can see where making it second to the last match with Cena/Trip/Reigns/etc would be... dare I say it... best for business.

I wish they would start giving new people chances to headline PPVs. With the Network, there really isn't much reason not to and sooner or later if you're trying to position someone as a main eventer they have to, y'know, main event.
If Rollins wins the title though, he's not facing Ambrose, he's facing Cena.

I wish they'd give them the last match at Hell in a Cell (in a Cell obviously) and make it be the only Cell match on the card. If Lesnar appears on the show, then I think this is unlikely to actually happen. I think giving Ambrose and Rollins that spot would be a big step for both of them and would go along way in establishing them as main event talents.

Hell, I could see it main event without the title, if Reigns doesn't face HHH in the Cell or any other big marquee match, and Lesnar/Cena doesn't defend the title. It's the Network era, I was surprised that Bryan vs. Kane main evented Extreme Rules.

I think it's strong enough to main event in the Network era, but I don't think it will happen.
The odds are greater that they stick with Lesnar maiming Cena again in the Cell or something,

It depends. I think WWE should perhaps more prominently feature mid-card feuds at 'B' PPV shows and reserve main event singles matches for the title for the big 4. Still have guys like Cena on the card but have them midcard in tag or group matches. I'd make every B ppv's focus a midcard feud. But i'd still consider the title scene the 'main event' even if we only get to see it at Rumble, Mania, Summerslam and SS.
It'd also give them a fresh angle on TV. if it is Ambrose vs Rollins at the ppv at the end of the month this can be the TV focus for 3/4 weeks which'll give them time and an excuse to give newer guys prime TV time as they need to hype up interest to see them fight at end of the month for 9.99

It is strong enough. If Dean screws up a cash in at NoC that will add even more fuel to the fire that is already burning strong. And if HIAC is the blow off for the feud, then absolutely. Would be amazing to see Dean stand tall to end a PPV.

I really would've sworn Kane's interference was going see Ambrose's movie finish in time for NoC to see him tangle and get rid of Kane, then go to Rollins in the best set-up to a HitC match since it got its own PPV.

I can easily see them putting Ambrose/Rollins in the Hell In A Cell. As the main event of the show... probably not, but it wouldn't make the match any less awesome.
