The way I interpret it is that Paige was trying to psyche AJ out by doing increasingly cruel things to her while still claiming to be her friend and AJ thought 'well, two can play at that game' and started calling Paige's bluff by taking her declarations of friendship at face value and playing along with it, which Paige clearly wasn't expecting and doesn't know how to deal with.
The problem is, it's way too complex a story to be told in WWE, especially when restricted to five minute segments with very little talking. It also doesn't help that all the announcers can muster in response to it is, as ever, 'what's going on? Are they friends? Are they enemies? Are they just crazy? Probably all three, y'know what them women are like, hur hur hur.' I think AJ and Paige are doing a good job of telling this story, it's just no one else involved in putting it across gives a shit.

The real most logical answer:
Creative have no idea what the f*** they are doing and I assume they just picking things out of a hat for this angle. It's a real damn shame considering how much potential it had, seemed to be really picking up when Paige threw AJ off the stage but of course they had to drop the ball on it. Now the angle is basically women trying to out crazy each other with lesbian tones. Sexist, much? No wonder why it seems that Paige and AJ are half assing it sometimes.

That's pretty much it, with lesbian overtones that don't fit with the show's rating. You'd think it would make more sense to keep this storyline simple and grounded in reality to contrast the other Diva program going on involving arrests, fake adultery accusations, and sisters dying in the womb, but that would be easy. Not to mention that these two are easily the best workers in the Division, so they should be telling their stories in the ring rather than having these disjointed segments everywhere.

Well, hopefully it's building (sooner rather than later) to Paige finally snapping, saying 'OK, I admit it, I hate you,' and putting another beating on AJ, at which point it will revert to a more conventional story with a clearly defined face/heel dynamic. This story as it currently is could work, but only if it had more time and effort put into getting it over. Much as we criticise Creative for putting super-generic feuds together for the midcard 90% of the time, when you've only got 5-10 minutes per show to tell a story and announcers who only wake up for the main event, it's always best to keep it simple. Yet again, 'fire the announce team' would be the first step towards solving a problem, and 'fire the Creative team' would be the second.

Make them both irritating, confuse the fans, and soak up the CM Punk chants. And don't forget forced lesbian overtones. Two girls can't just build a feud over who's the better wrestler. Don't be stupid.
