Seems kind of weird and I'm still not 100% sure it's accurate.
However I suspect whatever wrestling fan left it to him was perhaps an older woman that Shawn may have had a long term affair with. That's why he doesn't like to talk about it.

There was some talk about it at the time, but I was never aware that there might have been anything going on between them apart from a fan being sweet on a wrestler. People seemed to have just shrugged and moved on.

Think about it, let's say in whatever job you have now, a stranger who you helped and made their life just a little bit better regularly passes on. They have tremendous wealth and not many people to leave it to, but they want to give it to someone who brightened up their days. It's not really the kind of thing you can brag about to people or discuss, and one of the conditions of receiving it may have for it to be a silent gesture out of respect. Who knows.

Dave Meltzer was asked about this recently. I don't remember his full response, but he said that Michaels has changed his story a few different times about it. One version was that he did take the money, one was that he talked the person out of giving it to him, etc.

Just finished Bob Holly's autobiography on my tablet (don't judge) and he references this too. He also mentions that Savage and Stephanie were "very friendly". Old Sparky Plugg knows all the myths and rumours!!

It's bad enough that Shawn was pilled up, in the main event, and part of a powerful backstage clique/kliq. But an out of the blue seven figure inheritance on top of that? The dude must've been insufferable backstage! You don't often think of people that have access to seven figures who aren't famous to be wrestling fans really. Appearently we're a much more lucrative demographic than what Madison Avenue gives us credit for!

His Texas Academy Wrestling shows looked kinda cool and fancy, did he funded the whole thing by himself? Wonder if the money story is true if he used some of it for the school. If HBK convinced the fan to not give him the money, then he's a better person than me.
