Although the WWE has five titles and NXT has 0 secondary titles, I would suggest they should bring back the Cruiserweight title as the rebadged NXT Cruiserweight Championship as their secondary title. None of the WCW/ECW titles could be rebadged as WWE or NXT aside from the US Title.
As for the Big Gold, I think the belt should be used as NXT's main title belt.

ummm.... the NXT tag titles are their secondary belts.
I think Cesaro should bring back the European title

Hardcore Championship and the 24/7 rule definitely needs a comeback. Who wouldn't want to see Heath Slater win a championship by beating a man in a bunny suit upside the head with a kitchen roller in the middle of a backstage arena shower?

The current NXT Champion is 190 pounds, no need for a Cruiserweight title in today's WWE. Unless you make the Cruiserweight belt feel somewhat important, and then only have actual heavyweight and guys sort of in between competing for the World Heavyweight Championship. However, if there are not going to be weight classes, I wish they would take the word Heavyweight out of the title, and just call it the WWE World Championship, NXT World Championship, etc.

With the roster being more lighter in weight than ever, a new weight class might be needed for the title instead of cruiserweight haha! But, ever since WWE had a four way Cruiserweight title match on SmackDown in 2006 just to have the Great Khali run in and squash all four of them in minutes, it just seems that they all too happy to sacrifice the division whenever they wanted to . Today, it would probably be Harper and Rowan, Cesaro, Rusev or Mark Henry that would go out and squash them.

Not every small guy is going to be an Adrian Neville, Sami Zayn, Daniel Bryan, etc. that breaks out of the pack. But even the ones who don't have "top" guy potential should be doing something other than jobbing.

If you have a Cruiserweight title but the top cruiserweights are going after the Heavyweight title, then you're basically burying the Cruiserweight title.

Oh I agree they shouldn't be left with nothing to do but then you have the Colin Cassadys and Scott Dawsons who are not cruiserweights but I wouldn't say top tier potential either.

Both those guys are in tag teams though. Really, the NXT roster isn't nearly big enough to justify another belt. Adding another belt doesn't automatically mean guys who aren't being used suddenly will be. Honestly the number of belts in a company has no bearing on the quality of the show.

I know a lot of people don't want it back and think Hardcore, Extreme Rules or whatever you want to call them matches should only be used every once in a while, but I'd love for the Hardcore title to return. And for Bunny to win it. I could also see Fandango or Sandow having fun reigns with it too.

Though this is not what the OP is asking for, this idea I've had fits into the discussions everyone has been having in this thread.
The US and IC should be unified ASAP and established as the upper-midcard belt. Both titles now occupy the same space and leaves no room for character development to occur for anyone who holds either title or chases it (with Miz right now being the exception that proves the rule). After unifying the belts, a new one should be established for the lower-midcard workers called the Network title, or something of that ilk that is only defended on programs that live air on the Network.
It would have a defined outline that made it different from every other title while giving the guys who usually reside in WWE limbo, something to work for. If built properly (which is a big IF considering the writing nowadays) it could put over the Network's programming over while giving the audience a reason to tune in.
People often applaud how that during the Attitude Era everyone was given something to do. If a clear seperation occurred between whatever title they choose between the US/IC and the idea of a Network title, it will give more an opportunity for guys to progress.
