Moved this to the proper forum.
Since the OP asked about "entire career" the "just in WWE" stuff is irrelevant really. A few boards (KM, the other WC, us) brainstormed on this about ten years ago and came up with a pretty short list. It excluded things like celebrities, indie workers that never broke through the mainstream and workers who only had brief careers, and it still only came to about 30-40 guys tops. Removing the Lucha and Puro guys that didn't do a lot of U.S. work, as well as the pre-modern era guys, we came up with:
Magnum TA Ricky Steamboat (though he has since heeled slightly in TNA) Tito Santana Verne Gagne Greg Gagne Tony Garea Cowboy Scott Casey Rocky Johnson SD Jones Pedro Morales Ivan Putski Brad Rheingans Bruno Sammartino (though he worked as a "rough gaijin" in Japan) Tommy Rogers Mike Von Erich
As of 2003, that was pretty much it so far as the mainstream American workers.

Between their stints in Florida and Amarillo, Kerry, Kevin and David all worked heel.

Duggan heeled some as a jobber during his very first WWF run. Was also a heel in Hawaii (as the Convict) and a major heel in Mid-South as part of the Rat Pack with DiBiase and Matt Borne. Even went to Florida and joined Kevin Sullivan's Army of Darkness for a while.

He's spent most of his post-WCW time as a heel though. Recreated himself as a redneck bar brawler for a good while as part of the Cowboys From Hell in the Texas area with Cedric Crane. Honestly thought that gimmick suited him better and had he done it earlier, probably would have been a bigger name.

I thought Steamboat started as a heel when he was Richard Blood? Nope, was a babyface even then. Funny that both guys that went by that name (Tito being the other one) never worked heel.

Ultimate Warrior. Sam Houston Koko B Ware Dingo Warrior started as a heel managed by Gary Hart. (I am guessing you mean "as Ultimate Warrior," well Dingo was the first step of the evolution into that character, so....) I'm sure Koko was heel in Memphis.

Steamboat was a kind of heel authority figure in the early days of TNA, when he helped screw Shamrock out of the NWA title, and he bought into Ron Killings' explanation that he never won the big one in the WWF because he was Asian, and thus wanted to help another minority get to the top.

I believe Mike Quackenbush, minus one match against Tiger Mask IV, has been a face his whole career. Earlier in Quack's career, he was part of the "Black T-Shirt Squad" with Reckless Youth and Don Montoya, and they were part of some inter-promotion war that involved some heel-ish tactics on their part. Now, what about Sin Cara? Since the heel SC turned out to be Hunico, that means that the original didn't turn heel, right? What about Colt Cabana? Shark Boy? Curry Man?
