I'd develop along the lines of unstable psycho. At times he seems normal the next - nuts.
Have him do what are sometimes traditionally heel acts like for no reason during the middle of a match jumping on the referee and start biting him until officials pull him off. One minute he's broken into the Authorities office and set fire to all their belongings, the next minute he's clowning around squirting water in their faces. Generally develop a 'what the hell will he do next?' aura about him where by he's a fan favourite but nobody is safe from him whether it be something goofy or psychotic, even attacking fellow faces when the mood takes him. He has no friends and he enjoys getting hurt.
I've also floated elsewhere the idea that he should be an 'outsider'. Build him as being so reckless and unsafe that the WWE board refuse to sanction any of his matches and that he wrestlers without insurance and his opponent at his own risk. If he wants to be on Raw each week he'll have to somehow try and sneak into the building/buy a ticket. If he's off for a week or two through time off or movie commitments announce executives at USA Network have issued an injunction banning him from appearing on TV - really build the 'corporate world vs Dean' thing up big style.
Generally just make it so you'll never know where he'll be, what he'll do, who he'll target or what he'll do to them. You could still push him in the title scene as "contractor" who wrestles without pay or protection/benefits without liability for WWE. Maybe have him troll the company by turning up in ROH t-shirt or wearing a TNA replica belt "Hey, I was off last week and I found a new toy - do you like it?"
I think Ambrose could be HUGE. Austin level huge. Heelish actions - face reactions.
