I mean seriously, have we slipped through time back to 19th century when sexually provocative content in pop culture MIGHT have popped a couple monocles at country clubs?

I never even knew Google had such a thing as that. You live and learn. Yeah, just go to Google Image Search and drag a picture into the search bar. I use it all the time. It's even easier on Google Chrome. All you gotta do is right-click the picture and go to "Search Google for this image".

To defend Billy Ray (not even a big fan), most celebrities just do all this on their phone and are too busy to look into every tweet. Jimmy Saville isn't even known by most Americans either.
