Obviously Ted Dibiase has the best evil laugh of them all, who else qualifies? Jim Neidhart has a pretty good cackle as well.

Evil Doink. Mr Fuji, Owen Hart and Jerry Lawler too.
Ted wins though.

Jake Roberts' chuckle.
But they all pale in comparison to the ultimate in evil, the Man of Question, Hugh Morrus.

DiBiase, Andre, Repo Man, Neidhart, and Jake Roberts.
Bobby Heenan deserves to be in the discussion, if only for that Jim Duggan match.

He was supposedly a babyface announcer, but Vince McMahon's laugh creeped me out. ("Don't go messin' with a country boy, right Jesse? HEH HA HA HAAAAAAAAAAA!")
Jesse's was evil in his own way, but nobody could match McMahon's.

Scott Hall had a pretty good fake evil laugh he'd break out once in a while.

"Give him some more big red!" fan from the night Sheamus squashed Jamie Noble had one of the most sinister laughs I've ever heard.

Vickie's screechy laugh has to be up there for sure! Remember Natalya's first theme song had a dodgy laugh at the start? I don't know if they were going with a weird laughing gimmick with her (sure beats farting anyway!). youtu.be/dn8osMFeWqs

Ah true. Its odd with how big a Bret Hart fan I was that I rarely paid attention to Neidhart, lol.

Listening to it, sounds like she's imitating her dad. www.youtube.com/watch?v=1hUSt2DqmgcI remember someone saying she'll even stroke an imaginary beard sometime if she does it backsatage, just to get the full effect. I forget who said it, though.
