Because although anyone can fight at any time, only the legal men can be involved in the pinfall or submission. Would make an interesting dynamic if they played it up at all.

I was wondering the same thing. If it's a street fight isn't that basically just one of the thousands of anything goes rulesets?

That pissed me off quite a bit. They had a chance to make that a really exciting main event, with Ambrose and Cena trying to take someone out to even the odds. Instead, nah, just the usual un-inspired TV main handicap match, with a random weapon here and there. It got better at the end, but overall it was just flat.

NWA did the same bullshit in tag cage matches. So its not just a WWE thing

Well, I entertained this possibility in the Raw Thread. What if they had ignored the tag rules and did a 3-on-2 brawl for the entire match, and Cena goes and pins Orton, but the ref doesn't count because Ambrose was the legal man when it started?
