That awkward, stilted conversation with HHH where someone forgot their words and then that terrible promo where he just shouted for no reason through it all because the fans couldn't have cared less, not to mention losing his shit in the Cell...talk about an off night.

As a Randy fanboy, I might be biased, but I thought it was a good promo. Also, he shouted to shut up a "Let's go Orton" chant.

I think he was trying his best to get booed and probably thought he would get cheered after all the RKOVines stuff. Plus he was doing a promo on his match with JOHN CENA. Guy had no chance of getting booed unless he dissed the local sports team.

There's two things Orton can't do in his promos: 1) swear and 2) raise his voice.
I really don't think Orton cut quality promos until Judgment Day 2008, the birth of the Viper character. Quiet, soft-spoken but fast talking and to the point. His better promos have always followed that motif, making the slight raising of his voice that much more effective when it happens.
His yelling and swearing (it's not that I'm offended by swearing, rather I don't think anybody sounds more forced when saying "ass" or "son of a bitch," as if those words are being towed out of his mouth by a tow-trunk with the parking break on) has always been when his promos veer off into trying-too-hard territory. Same goes for when he pauses too much between words.
That said, I don't know if it was his real life frustration or what, but the promo in the cell worked for me. He seemed legit pissed and the yelling really made it seem like he was on his last thread of composure before entirely snapping without being cartoony.

Goes to show how subjective it is, for me that segment was some of the best stuff Orton has ever done. I'm usually pretty bored by his promos. I agree with the philosophy that shouting isn't always better, sometimes cool and collected works too like Jake the Snake has said. But for Orton, whatever it is, he's been stale to me. But this promo I really felt what he was trying to get across, the frustration, cockiness, anger, a good mix of things. Actually felt like some character was there. So I liked it.

Loved every second of his two promos, and the payoff at the end when Seth curbstomped him has gotten me excited for a Randy Orton storyline for the first time in 2014. *shrugs* diff'rent strokes diff'rent folks.

Regardless of whether they were chanting for Orton or not they were definitely cheering for him until he turned that around with his promo.

I thought he was great on Raw. Seemed to have a fire lit underneath him, similar last year after he unified the titles at TLC.

That was the best Randy Orton promo I've ever seen... well, probably not, but it's the most engaged he's sounded in months. I loved it.

I also love at the start of RAW when Orton first pulled the local sports team line, HHH seemed unaware he was going to do it because he corpsed for a good minute after it.
