It comes across like some sort of rapid discussion segment (caller says their comment/question, hosts talk briefly, move on) that stalls because of the callers.
His reaction to the first comment is hilarious though; out of any real context he sounds like an absolute douche.

He seems generally quite a nice guy, but it's evident from Twitter and interviews that JR does not suffer fools gladly.

It's weird to me that this show existed. I started watching WWF around April of 1997, and Livewire was just this week-in-review show with a few bonus segments by that point. I guess this clip explains why the show changed formats...

It didn't keep this format long. IIRC, it was using staged calls within weeks before becoming a recap show. It did feature the debut of the Nation of Domination, using one of the aforementioned staged calls. And Paul Heyman called in once in what most believe was a worked-shoot, something unheard of at the time. The "Bruce from Connecticut" call is the highlight of the show's existence. I sometimes wonder if the whole show was created to just set up those two moments. Livewire was such a weird show.

The fan calls weren't worked as they were basically always just comments/questions about some current event in WWE/WCW/ECW and nothing that ever led to an angle. The call-in aspect ended when the company decided to no longer do the show live on Saturday mornings. Two things I remember from Livewire is an episode where Todd Pettengill was legit late in getting to the studio, forcing Vince to fill in until he showed up, plus this exchange between JR and a caller: Fan: Will Scott Hall and Kevin Nash be at the Royal Rumble? JR: If they want to see a great show, they will be.
