During his initial WWF run, when he was doing the strut and had the figure-four as a finisher, was it supposed to be some sort of a shot at Ric Flair?

Nah, I think it was just Jeff trying to have a personality, which was something that he always struggled with. If you go back and watch him in Memphis, you can see where he started wearing suits and carrying the belt over his shoulder like Flair.

The Flair Strut was swagger jacked from Jackie Fargo, who created and popularized the taunt. Jackie Fargo was an icon in the Mid South area was influenced tons of wrestlers like Austin Idol, Jerry Lawler, and Double J. The figure four was a common finisher that Flair made popular. Tons of folks in Memphis broke out the move so it wasn't a shout out nor insult to Ric.

It was also sort of the catalyst for the Jarrett/Horsemen angle when Jarrett went to WCW in 96-97.

Also, Flair's strut was a rip off of Buddy Rogers strut. The Fargo Strut is a more precise, in-line strut, where as Flair's is a bit of a dance.

Not a shot at Flair. Just Jarrett being a rip off of him.
That's 'R' double 'I' 'P' 'O' double 'F'! RIIP OFF! Hahaha.

I think virtually everyone in the business who broke in at a certain point used the Figure Four, it seems like. It was an oddly common move to see end matches, so I don't think it was a shot or a ripoff, any more than Greg Valentine, etc, doing it would be.

I'd think Jeff Jarrett's strut might have been more influenced by Jackie Fargo considering Jarrett's family ties to Memphis.

It was because he had no love for the business and was just in it to make $$$ and keep Kidman from rising to the top and becoming a megastar.
