Trolling will be defied as anyone who disagrees with the ruling powers. Just you wait and see Sheeple! Srsly that wouldn't surprise me. In political terms something similar already happened a few weeks back during the run up to election time. It's impossible to really discuss the impact of this (should legislation come to pass and it not just being hyped up PR nonsense which it inevitably will be...) without going into UK politics really which means the topic's cut off at the knees otherwise.

As much as I would love to see this, I also agree with the fact that it should only be limited to truly dangerous individuals. For example, you make a post mocking someone's belief due to them having a differing opinion, that's a dick move, but nothing to worry about. You make a rape or murder threat, though, you deserve to get locked up since doing so in a regular offline conversation is an actual crime.

The are interesting debates to be had on this, but it's going to be a hell of a thing to enforce it. Maybe, but IMO there's a big difference between a poster being slightly annoying in a thread, and someone actively cyberstalking or harassing people. It's the latter that needs to be cracked down on, so I dunno if the slope is THAT slippery. It is. Trolls generally don't do anything to mask their trail. A cyberstalker will. Further I am firmly of the belief that if there are already laws in existence that cover this, then their doesn't need to be 'special' laws and punishment made for it. Example: if this is already covered under laws regarding harassment, don't make new laws. Especially since politicians don't really understand the internet. Maybe the Brit's are more internet savvy, but watching C-SPAN during the whole SOPA thing... just damn.

I find it fascinating how the internet used to pretty much be the wild west and now the real world is trying to catch up and legislate it.
I assume we already have laws that cover death threats, not sure why new internet specific ones have to be drawn up.
Also this is open to too much misunderstanding and misinterpretation.
If someone on here posts that they don't like the same wrestler someone else does and they're a bit cranky and tell them to f*** off and die does that mean as well as a warning from the mods they can expect to go to jail for 2 years?
What about sarcasm or jokes being misconstrued. I don't see this going well. I mean why can't people just block people on twitter who send them nasty comments?
Things like doxxing, harassment and genuine threats aren't right and should be punished, but idiots saying stupid shit on twitter or facebook should not clog up our courts because people aren't educated on how to use the privacy and safety features of social media and make a mountain out of a molehill

The "law" side of trolling is a problem for the reasons you and several others have said, it'll be vague, formed up by a majority who have no clue. And the only clue they'll have is as a means to censor those who will criticize positions of power as has happened in other means the past few months. The laws as they stand have certain ratings to see how BAD a case is (murder is over a mugging for example) before police/higher ups react or see it as a worthy case for the use of resources (money/the non-existent prison space/non-existent court dates), add in the issues with your own money being needed in many instances if you want to go against people harassing/threatening you as a lone person (as opposed to hating you for belonging to a group of people) it's hard. But again, you're right, a law against trolling isn't needed, they should push up and develop laws affecting the online realms and refresh those instead, after that it's a problem with economics and resources, but developments must be made for the next generation of web users. The Twitter privacy/blocking thing is a separate thing. Blocking people on Twitter doesn't work if you NEED a public account, given independent artists/advertisers/designers etc need to be public for their own livelihood. Same as Facebook. Same as pretty much every social network. That makes it hard to ignore threats, whether they stem from people intending to carry out said actions or from sockpuppet accounts there to cause turmoil/influence people. That and ignoring threats is the exact wrong thing to do in any case of abuse or harassment. You need to make people aware it's going on, and whilst facing a wall of hate is unimaginable for most people, if you ever have the police or anyone else actually listening/showing interest in your situation, you have to record everything that happens. It's an absolutely horrible thing to ever consider or go through, in the real world, online, or both at the same time. On a lower level away from severe threats, it still sucks as if you block someone they can say ANYTHING at your @genericusername9000 which everyone else can see, it doesn't block their interactions with you, it just makes you blind to it. Being a kid at school must suck in that way, as teenage suicides have proven at times. "Making a mountain out of a molehill" does happen with a LOT of people, but at the same time those molehills can suck if you've constantly received tiny insults from several people. The straw that broke the camels back and such. Twitter/Facebook/tons of other sites have had the issues for years, MySpace and Livejournal had it too, and they don't seem to be putting stock into making the sites safer/more secure/better for people as they're so big every decision is based on "how many more accounts can we get/how much more money rests on this?"

First, I think there's a debate in itself over the actual term 'trolling', considering it seems to be thrown around in the media as a buzzword to collectively describe any type of online abuse - it would be WAY too loose of a term to throw around in law. I was gonna say that this seems more like the media calling it trolling, whereas the Justice Secretary actually talks about "abuse" - then I found the rest of what he said on the BBC: www.bbc.co.uk/news/uk-29678989... for f***'s sake. I can just imagine some little kid Rick Rolling a random thread on that there Internet, only for a Swat team to jump through the window pointing guns at him going "GET ON THE GROUND NOW!!" cuffing him up and taking him away in a Swat team van.
Meanwhile an Old lady gets mugged metres away and they just ignore it.
