Commander Riker was prone to this.
He demanded Ro remove her Bajoran religious earring as a uniform violation in "Ensign Ro", despite Worf walking around with a metal sash across his chest. He was a dick to Commander Shelby in "The Best of Both Worlds", and was obnoxious when Captain Jellico gave him very reasonable orders in "Chain of Command". He was even a dick to that young pilot who was trying to impress him in "Lower Decks"

All Homer wants to do is drink beer and play with monkeys yet the entire male population of Springfield creates entire secret societies to avoid him, even going to far to name one the "Order of No Homers"

The 10th Doctor was unreasonably dickish. THANK YOU. It's fair to say Nine was a dick at times too, but he had a damn good reason. And Nine's goofier moments eclipsed the dickish moments, which were often completely justifiable. Ten's first act of dickery was to overthrow the Prime Minister who was defending her planet. And what did he get for this act of dickery? One of his greatest enemies takes over the world! And now you really are the last of your kind! Nice job, asshat! And the less said about Human Nature/Family of Blood, the better.

Dennis, Dee, Mac and Frank in every episode of "It's Always Sunny In Philadelphia" ever. To be fair, It's not uncharacteristic. Dee, Dennis, Mac, Frank and Charlie are all assholes.

Avatar: The Last Airbender in general, really. I finally decided to check it out and I swear, every episode that doesn't directly focus on the war starts with at least one of the characters being a dick for no reason in a completely out of character manner, just so we can set up the moral for the episode. It actually becomes rather grating, especially when a moral was already covered in a previous episode, making it look like the characters simply learned nothing. Couldn't the writers just have an extra be the dick (Then again, the usually do so having one of the main characters act like one as well is pointless and redundant)? Or better yet, realize that not every episode needs a moral (or at least not have it so heavy-handed) and just write an interesting story. I think it's even worse in Kung Fu Panda: Legends of Awesomeness. At least in Avatar the jerk-ball is passed around the group a bit so it's not always the same character constantly being a dick. In LoA, Po has a death grip on the ball and refuses to let go of it for more than two episodes at a time. In the span of three seasons, I swear Po has had to learn "Don't be arrogant, don't be lazy, and don't take shortcuts" at least thirty times; all of which is very inconsistent with how he's portrayed in the movies.

Dennis, Dee, Mac and Frank in every episode of "It's Always Sunny In Philadelphia" ever. This is true. But who's the biggest dick? As downright evil as Dennis can be it's gotta be Frank. This is just based on him buying the kids the best Christmas gifts and keeping them for himself. Now that's a heel.

In Justice League, where they take on Gorilla Grodd's Secret Society, Batman is an absolute prick for no reason at all. John Stewart wants the JLA to have practice/training sessions so that they can work and function together better as a team. Of all the people in any comic ever made, besides Captain America, I figured Batman would definitely be on board with this plan. Instead he Mary Sues the whole session, taking everything and everyone out with a few bat-a-rangs, and grumps off claiming "This is all a waste of time, call me only when there's a real emergency." (Yeah, hard to believe, Batman behaving like a Mary Sue, but it did happen!).
Again, of all the characters on that show, I figured Batman would be the one that would want a training session (but for some reason they used John Stewart), but instead he's just acting like a total cock. There was a line about Gorilla Grodd doing some mind trick or something on them, but Batman had been acting like a complete cock like that, ever since Season 4 of the Batman Animated Series, so it was kinda hard to see any change in his personality at all.

Phoebe in Friends was mean spirited a lot of times (particularly to Ross), yet since she was the "quirky" one, she always got away with it.

"Boy Scoutz N The Hood" is an example of Homer acting like an ass to Bart for no reason. While he was funny being a dick to his own son, it seemed kind of unfair how he acted towards him. I thought Homer was way worse in "Lisa on Ice".

In a good majority of later episodes of "Spongebob Squarepants", Spongebob and Patrick just behave like complete a-holes to Squidward for no valid reason. At least in earlier episodes, Squidward is an overly-uppity stick-in-the-mud who seems to be going out of his way to put a damper on their fun, but in the more recent episodes, they just bombard him as irritatingly as possible time and time again for no rhyme or reason.

In the BBC series 'Luthor' a few of his colleagues would turn against him and try get him arrested for what I thought were flimsy reasons.
OK a few thought he committed murder.. But in the last series his young partner decided to try and take him down for one of most idiotic reasons ever. Involves fingerprints and a blender ... I won't say much else.

Any character on Lost that refused to simply answer a question directly, so most of the characters on Lost.
I mean, I liked Lost...but sweet crumbs, you don't have to supply a riddle every time someone asks, "Where are we going?" Just say "To the other side of the island, got a neat little bunker over there."

When not dealing with the war, what is the group other than a bunch of teenagers running around the countryside with little to no adult supervision? When is it ever out of character for a teenager to be unreasonably surly for a day or two?

This is just based on him buying the kids the best Christmas gifts and keeping them for himself. Now that's a heel. In that episode, yes. But in other episodes, he wants to bond with the other so much that he's buddies with them and THEY'RE the pricks toward him. Also, the only time I remember Charlie being a prick was in 'Charlie and Dee Find Love', when he meets that girl, gets into a relationship with her, and then dumps her in an ugly way for no good reason other than the fact that he feels that he needs to keep stalking the waitress, or else the universe will explode. For Dee, the worst instance is probably her trying to take advantage of Ben the solder in 'The DENNIS System'.
