If we're talking natural talent, it's Jeff. If we're talking skill, I'd go with Matt. Jeff's never released a fake suicide note/video to get attention, so he wins by default. Some talented people have done some really awful shit. Ask Polanski.

From a pure technical perspective, Matt is better but I've always considered Jeff to be the better worker. He's always had a level of charisma that allows him to connect with fans that Matt was never ever really able to match. You nailed it for me. Matt is far more technically sound than Jeff but Jeff just has the innate ability to make everything he does matter and really look much more like it is him fighting than him just doing moves. I agree with this, and will add that Matt is better technically but he's not transcendently good in the way of a Dean Malenko or Lance Storm. He's always been sort of a tweener, not much of a flyer he tries to be, not exactly a mat wrestler. He's pretty much Edge with a lot less charisma. Jeff has a much stronger identity, and that's so much more important than being just another guy who's pretty good in the ring.

It's really a tough call, because despite starting out together (and very early WWF run, hard to tell apart as far as performing), they really developed into different kinds of performers.
Matt: character driven, technical
Jeff: high flying, charismatic, marketable
So as a general rule, I'd almost say in terms of what you would want out of a wrestler, Matt is your guy. However, Jeff just oozes charisma and has marketed himself very well, so I'd say Jeff.

Matt's offense is distressingly bad. Like, really bad. It's distracting. He does at least one weird thing that looks sloppy or like it wouldn't hurt every match. So Jeff wins, by virtue of that and charisma...but then he screws up all the time and VERY rarely connects with me on an emotional level (The Taker ladder match being the last time.)
So Jeff wins. Barely. Because both of them are overrated.

Jeff has an indefinable charisma his brother has never been able to match. Matt can work hard and get over whereas Jeff is just generally over.

Jeff is ok,but has some issues with pacing and stuff.
Matt is great when motivated. And doesn't have the issues with pacing that Jeff does.

If you would have asked me at any point before Matt Hardy's last release from WWE and the few months before that, I would have picked Matt. Anymore, I would rather watch Jeff. Willow was some dumb old shit though.

from an in-ring perspective, it's Matt. in all the ways that actually matter, it's Jeff. neither one of them's a very good promo guy though.

Matt is better in most ways, but the ways that Jeff is better is star-making.
At his best, Matt was a poor man's Bret Hart (technically sound and can work with just about anyone and any style), though he never got/earned that shot at the big brass ring that Bret grabbed hold of in 1992. Had he had some better help in promo writing in his big feud with Edge, he probably would have gotten that chance (remember, the brand split was still in effect at the time and he was about as over as anyone when he went to Smackdown, so I think the only thing that kept him from getting that shot probably was a lack of faith because of his poor promos during that Edge feud). He got better at promos (his promos from his run on ECW were pretty fun), but he was getting good momentum in his last WWE heel run until his brother broke his damned hand and he got saddled with Iron Mike Sharpe's old gimmick (which did not get over back then, so who thought it would get over now?) Lately, injuries have really taken their toll on him. Even if the WWE took him back, he is a shell of who he was.
At his best, Jeff was a non-roided (but much harder working) Ultimate Warrior. He had a strange charisma that was undefinable and unexplainable. He was frequently pretty sloppy in regards to overall ring work. While Warrior's stuff looked like it hurt (because he stiffed the hell out of everyone), a lot of Jeff's offense looked terrible if he was not flying off of the ropes because it seemed as though that he had a bit too soft of a touch.
In the end, had Matt had a bit more charisma, he could have been a big deal. Had Jeff had his head on straighter he would have been THE big deal despite the fact that he did not have as much talent as his brother.

niether, i used to hate Jeff for being a junkie and a f*** up and thought Matt was rad.
Then Matt became the grape eating, suicide faking, ex obsessing, iwc trolling son of a gun we all hate now
so im gonna vote for Shane Helms is my favourite
